Elytra Doesn't Show Enchanted Shimmer Effect

Summary:
When wearing elytra that has Unbreaking or Mending applied, it does not show the shimmer effect. (Does not affect the item, just the player model)
Steps to Reproduce:
- Equip enchanted elytra wings
- Switch to third person view, or open inventory
Observed Results:
Notice that the item shows the enchanted overlay, but the player model does not.
Expected Results:
Both the item and the player model should show the enchanted overlay.
