Before you say that this is intentional behavior because of MCPE-38455, well the description/summary of the issue didn't mention shulkers at all. Shulkers use to rotate their their heads from 360 degrees. Unlike mobs mobs that have a body, shulkers do not but they can't even rotate their heads from 360 degrees even though they're just heads.
Observed Results
Shulker heads don't rotate 360 degrees.
Expected results
Shulker heads should rotate 360 degrees.
This does not happen in the Java Edition. Also I am not basing my complaint on a comparison with the Java Edition.
The main issue of MCPE-38455, the unlimited horizontal rotation of entity heads, was fixed. However, the fix did not include a vertical rotation cap, which can allow entities to vertically rotate their heads 360+ degrees.

Updating ticket description and title to reflect the more general issue here, that mobs heads rotate too much, instead of moving their body as well when trying to face or look at the player.
Can confirm 1.8.0.13. Something similar happens with the player too. The body doesn't closely follow the player's head.
The panda is the one that needs fixing the most, because it can rotate it's head in all directions, not just in the Y and Z axis.
Affected 1.8.0.13 beta on Mi A1 devices
This affects 1.8.0.14 beta as well. The mobs head can spin so much that it almost makes them look like an owl
Reopened because this has been reported in the 1.8.0 release.
Confirmed for 1.13.0.6.
The vertical rotation of entity heads not only allow positions straight up or straight down, but can also spin in the correct circumstance.
I can attach a video if necessary.
Confirmed for 1.14.0.3.
Would you be able to open a new ticket for this specific issue please? aka.ms/BedrockBug
Sure: MCPE-54387.
