When one support arch fails to generate because of air above it, all other ones after it, in the same shaft fail to generate.

Expected behavior
Mineshaft support arches would always generate.

The Bug
When a mineshaft generates over one another it can fail to generate the planks
Reproduce
Seed: 2832539179481424575
/execute in minecraft:overworld run tp @s 1567.89 -13.74 2084.19 -260.43 25.49
NOTE: the hallway under it is a mineshaft shaft, but failed to generate the support pillars, see MC-125373.
Expected Result
The planks would generate as normal
