Pillager constantly firing into the ground with nothing to agro onto to
The bug
After a pillager was attacking a dog and the dog died, the pillager continued to constantly fire its crossbow at nothing, arrows appearing into the ground. It wouldn't stop, I was in creative mode at the time and there was nothing it was angry at. It just looked around like normal while firing. I expected the pillager would stop firing after the dog died.
How to reproduce
- Spawn a few pillagers
/summon minecraft:pillager
- Summon a snow golem
/summon minecraft:snow_golem
→
They both start to shoot at each other as expected - Wait until the snow golem dies
→
The pillagers keep shooting at the place the snow golem died

I don't know it's fixed in 19w04a but after the pillager killing the snow golem the pillager didn't shoot but keep reloaded his crossbow. I want to understand.

Did they kill the iron golem first and started shooting at the cage afterwards? If so, does MC-137506 explain your issue?

The pillager part was already reported as MC-137506; I've changed the report to focus on evokers since that hasn't been reported before.
I think you should have left the Issue with the first Title
"Pillagers shooting at nothing in the Center of a Village" because now it happens that there's a similar but different issue and this one is closed but I believe is not exactly a Duplicate since this is the very first time I see this problem, after 19w13b. And the other issue is a different pattern of AI problem so what you saw when you Updated this issue "I also reproduced this again, but the Pillagers were shooting at nothing near a Villager..." was probably MC-137506 happening and not the same issue that you reported here, maybe consider open a different issue but focused to fix this recent problem that only happens with the Center of a Village.

Another way to reproduce this bug is to summon a pillager and a snow golem. The Pillager will keep shooting even after the golem is dead.
Edit: tested in 18w43b
We have collectively tried many ways to reproduce this and cannot. It seems likely to me that we fixed the original bug listed here, but that something else looks similar and may be confused as the same issue.
Also happens with illusioners.
