Kirk Lanctot, are you sure that your issue is not MC-142650?
Also it might relate to this older bug MC-142650
I think the mobs AI doesn't register the walls as a new block but the cauldron's walls are registered.
and if zombies are pathfinding to a villager before falling/spawning in they jump out

I found an easy fix. just put a trap door on the top so you can open it, but villagers can't get stuck.
