Since this is an interaction with a block that triggers a change in block state, a hand animation should be played, however in this case none happens, which is very inconsistent. Right clicking on lit redstone ore should also play a hand animation, since it causes it to emit a burst of particles.

Arm animation is not executed in certains circumstances. Which are:
- Dyeing a sheep, or wolf/cat collar
- Shearing a sheep or mooshroom (not fixed, see
MC-160896) - Dropping an item (not fixed when dropping from GUI, see
MC-160897) - Emptying a water/lava/fish bucket.
- Filling a bucket.
- Placing a boat.
- Throwing an ender pearl, snowball, or potion.
- Throwing an eye of ender.
- Feeding an animal. (not fixed, see
MC-160895) - Making tamed animals sit/stand (not fixed, see
MC-160981) - Activating redstone ore (not fixed, see
MC-161151)
Crossed circumstances have been crossed out, those who are not are still not present in the game.
A couple more:
- Redstone ore doesn't produce a sound when you right click on it, which causes a block state change. Relates to
MC-161151
- Entering a bed also doesn't make a sound, despite this changing the occupied block state to true.
- Certain projectiles don't have sounds when they collide with something (i.e. eggs, snowballs, ender pearls)
MC-161151 is another one
In 19w42a, as the fix for MC-161151, right clicking on redstone ore was made to play a hand animation. However, this hand animation is still played when clicking on already lit redstone ore.
Prior to 19w42a, right clicking on already lit redstone ore produced an extra burst of particles, and due to this I suggested that the hand animation be kept due to this. However, it seems as though as of 19w42a this extra particle burst feature has been removed, leaving the hand animation completely redundant.
There are two possible fixes for this issue:
- Reimplement the extra burst of particles that appear on the ore after subsequent clicks
- Remove the hand animation when clicking on already lit redstone ore
Probably caused by the fix for MC-161151.

Tested rotation in 19w37a, it definitely has a hand animation now.
