I'm unable to reproduce. What's your graphics card? Also, do you use any datapacks that might interfere with the advancements? Also, what advancements exactly do have you already made?
As far as I know, the tab not appearing if you have only unlocked one tab is intended. It works the same way in 1.14.4.
I have no datapacks on. I got the Take Aim and Ol'Betsy advancements at the same time using a crossbow and Arrow of Regen on a Chicken. My Graphic Card is NVIDA GeForce GT 240. Also I didn't know about the tabs thing so that isn't a bug but the black background is. Oh I also have the Adventure Advancement.
It stays black even when I started a new world. (Despite the Advancement)
Can't reproduce either, even when only having the two advancements you named.

Your graphics card doesnt support anything newer than OpenGL 3.3.
Minecraft minimum requirements are OpenGL 4.4
Also the latest driver available is over 3 years old, nvidia doesnt maintain it any longer
