The Bug
Using a Silk Touch Pickaxe or Axe on Grass, Fern, Vines, Large Fern, Tall Grass and Sea Grass fails to yield the item despite when using it on leaves it does yield an item.
Replicate
- Get a Silk Touch Pick or Axe
- Mine Grass, Fern or any of the above with the Silk Touch
- Notice how it doesn't yield an item

This is not reproducable in 1.14.4, using pickaxes and axes with silk touch to verify.

Summary:
Dead bushes and vines drop with silk touch. No other plants (other than flowers, as they drop even without tools) drop when silk touch is used. Since MC-166084 has been resolved to work as intended, plants should not drop with silk touch.
Steps to reproduce:
- Find/place a vine and a dead bush.
- Enchant any tool with silk touch (except shears).
- Try to break the dead bush and vine with the enchanted tool.
Observed results:
Dead bush and vine drops.
Expected results:
Dead bush and vine does not drop.
These items have never been obtained this way. These items have always been acquired through the use of shears only. I'm not sure if this is by design or not.
This behaviour can be reproduced in 1.14.4 as well. Silk touch picks and axes will not produce the items.
