I made a small pool for some Axolotls and used some stair blocks in it. When the Axolotl swam up onto the solid block island I made and attempted to return to the water, MC-208589 came into play, and it "fell into" the stair blocks at the edge, getting stuck spinning at a vertical angle as seen in the pictures. It could not escape this situation and died as a result from lack of water.
The path finding and on-land animations, as stated in the reports posted and others, definitely seems to be the problem.

Can confirm. Relates to
MC-208606.This also happens with ladders, trapdoors, or anything else with a similar hitbox. It actually keeps them above the water and they eventually die
This happen any of waterlogged things. it spins toward like axolotl drilling on ground.
Lily pads aren't waterlogged, but I guess the issue I originally reported is also covered by
MC-208735.Testing's claim is incorrect, not all waterlogged blocks are affected. Only in the case where the axolotl is not inside of water. Which is basically the same as
