I think this is caused by MC-213789.
Sounds like the same issue as MC-213789 except for clay instead of moss?
In Java, water cannot go through moss block but still tries to go through: MC-213789
Relates to MC-213789.

In this screenshot, the blocks with kelp are source blocks, the other water block stays flowing.

As far as I know this is normal - like a leaf, it is a transparent block.
