The Bug:
Shields don't lose durability when blocking bees' attacks on easy or normal difficulty.
This behavior is very likely intentional judging by the resolution of MC-137588.
Steps to Reproduce:
- Set the difficulty to "easy" or "normal".
- Obtain a shield, summon a bee and attack it.
- Block the bee's attack with your shield.
- Take note as to whether or not shields lose durability when blocking bees' attacks on easy or normal difficulty.
Observed Behavior:
Shields don't lose durability.
Expected Behavior:
Shields would lose durability.

Shields only take damage for attacks stronger than 2 hearts.
I can only reproduce this on easy and normal difficulty, but not on hard, because as mentioned above, shields only take damage when blocking attacks that are stronger than 2 HP, so this is like intended. Also see

Working as intended as per [Mojang] slicedlime's comment on
MC-259902: "The minimum incoming damage to cause durability loss on a shield is 3".
