If an explosion is centered inside of an explosion proof block like bedrock or command block, the explosion will not destroy any surrounding blocks.
Steps to Reproduce:
- Place a command block down
- Enter the following command:
summon tnt
- Power the command block
Expected Result:
Based off of the WAI status of MC-27077, the surrounding blocks would still be destroyed.
Observed Behavior:
The explosion does nothing and none of the surrounding blocks are destroyed.

Hi there!
This looks like a duplicate of MC-27077. This is an intentional feature, and you shouldn't expect it to be patched as a bug. You can suggest a change to this on the feedback website at https://feedback.minecraft.net/hc/en-us.
(Note that MC-27077 has been marked as duplicated by reports for other blast-resistant blocks, not exclusively bedrock)
There are corners though, see MC-27077.

Thats because the blast from Tnt is a set radius including in the corners. since you don't have bedrock in those corners the blast technically isn't being contained since it has to start 1 block out from the tnt block in all dirctions (up, down, left, right, and diagonally).
See attached screen shot... the tnt is where the blast radius starts
