Splash/drinkable/lingering potion effects are ambient if applied while ambient effect is on player already
To reproduce:
1. Place and activate a Speed I beacon. Observe how the status effect in the top right corner has a blue outline and the speed potion particles are barely visible.
2. Drink a Speed I potion. Observe how the status effect in the top right corner still has a blue outline and the speed potion particles still are barely visible.

I'm reducing your ticket to the only thing that could be a bug: Potion effects from potions stay ambient if you already had the effect.

The correct syntax for the command is
/effect @p saturation 10 100 trueRe-Test ... Its still but it is more complicated.

Edit - If Have Multiple Beacons The Color Of The Particles Will Mix. (Not Tested.)

Yay finally someone get the error ... I hate the English sometimes is not my first language!
Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w43a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time. If you are the owner/reporter of this ticket, you can modify the affected version(s) yourself.

Unfortunately I can't add the correct fix version, but it's now resolved.
