Turning off compatibilty mode seems to have fixed the issue for one person
EDIT: Turning it on for one person worked as well. Not sure what can trigger it yet
EDIT2: Switing on and off compatability mode seems to stop the issue for a short while
It seems to be related to the skins functionality and/or the parser code in the skins implementation.
Deleting the launcher_skins.json (worked for one user), and at extension the .minecraft folder (worked for another), fixes the issue. I assume because it removes the file that's causing the issue
Using a pirated/cracked launcher isn't a solution I'm willing to give out to people as those kinds of launchers are illegal and break the Minecraft EULA
Installing TitanLauncher or any other pirated/cracked launcher will cause more problems (including legal ones) than it solves. Don't do it.

MCL-12616, sorry but i didn't know the problem was already submitted to the bug list.In my case the launcher_skins.json file wasn't even in the .minecraft folder.
I replaced it with a dummy one (containing an empty object "{}") but the launcher window still doesn't apear.
Any news on this bug?
Do they even care about this it's been 2 weeks+ wth people just find a fix already you own the most played game in the world and you can't even fix such bugright now wtf
I've checked the log file of another minecraft installation on windows 10 (always java edition). In this case, even without the launcher_skins.json the starting procedure of the launcher goes on without any problem and the launcher window apear as usual.
For a few people deleting the launcher_profiles.json file has worked. This may be a workaround for now
I have tried deleting the launcher_profiles.json folder but as soon as I close the launcher the folder reapeers in the .minecraft folder and i have to delete it again every time i want to play. Can I save the changes on .minecraft so it doesnt put the folder back?
There's no way to stop the file generating, as the launcher needs it. The workaround is a pain but it does work for now.

I had the same problem so, i deleted the file ".minecraft" and i opened the launcher, now i can play, (when u open the launcher u have a new .minecraft file, so i repaired the fill what i removed and now i have all and can play

Closing the bug due to that this does not seems to happen after the launcher update.

Could not reproduce in the new version, according to Greymagic27 it seems to be fixed.

didn't work for me, I deleted the file and made sure everything was closed in the background but still can't open the launcher.
