They shouldn't spawn in the oceans. Only in caves under certain conditions. If you cannot find axolotls in a lush cave under certain conditions, this could be a problem MCPE-140859

The despawn changes made in 1.16.0 were supposed to include a 30 second despawn immunity timer according to bolded part of the following changelog statement:
- If mobs are between 32 and 44 blocks from the nearest player, they must not take damage for 30 seconds as well as succeeding a 1 in 800 chance
The 30s despawn immunity does not exist in the current version and it appears it was never fully implemented. Mobs have a HurtTime signed integer NBT entry but it is always set to 0. (Checked with MCCToolchest in world with chunks generated prior to the 1.16.100 chunk storage format changes.) It should probably be set to 600 at spawn and whenever the mob takes damage, and then reduced by 1 each game tick.
This has two major impacts:
- Mobs can spawn in sight of the player but then despawn before the player has enough time to reach them for an interaction (whether to kill, to tame, to nametag, etc.). This makes it harder to get rarer mobs like zombie villagers, donkeys, and axolotl (
MCPE-140859) when you go looking for them. - Mob farm rates are significantly lower than they would otherwise be. For example, a farm module that averages only 9 seconds to kill a mob after it spawns will lose 20% of its mobs to random depsawns before they are killed, if the module and kill area is >32 blocks from the player. (This can be calculated using https://www.dskjal.com/statistics/chance-calculator.html)
Steps to reproduce
- Open Despawn immunity test.mcworld
. It is a flat world set to simulation distance 4 with two platforms 32 blocks apart. - Stand on the blocks at X = -1, Y = 100 and watch the platform at X = 32, Y = 100.
- When a monster spawns, start a stopwatch and watch the monster until it despawns.
- Repeat steps (1) - (2), then when a mob spawns fly over and hit it and start a stopwatch, then fly back to the X = -1 platform and watch the mob.
Expected results
Mobs would never despawn sooner than 30s after spawning or 30s after taking damage.
Observed results
Mobs often despawn sooner than 30s after spawning or after taking damage.

I also have noticed that, in the current beta 1.17.30.24 axolotls do not spawn. Please let me know if I should open a new bug report. I have explored a lot of the world and seen no axolotls. I have also set up a spawning box per the requirements for axolotls to spawn: 1) Below X 63; 2) Water sources only, no flowing water; 3) Solid blocks above and below water; 4) Complete darkness; 5) Tinted blocks on all side so that I could see spawning. I afk'd 30 blocks away (sim distance of 4) for an hour. NO axolotls spawned.
Did you have a natural stone floor? That requirement was added in a recent beta.
What I have tried: I made a 10x10x10 room with the roof at y=60. Walls ceiling and floor are all natural stone. I then completely filled the chamber with water from the bottom up, swam out my exit and closed the entrance at the top with dirt to create a lightless environment. Glow squid spawn in groups of 2-4, but never a single axolotl.
I also found a lush cave down around level -35. I built a pond at least 7 wide and 7 deep using natural contours and only the light naturally available in the cave. As nothing but stone forms down there the walls and floor are all stone. Again, glow squid spawn readily, axolotl do not. Axolotl also do not spawn in the cave's many shallower pools. The cave is immense and stunningly gorgeous, btw. I've spent many hours there exploring. It should be noted this pool does have light from vines and lichen, but no torches within 20+ blocks.
In have found MANY flooded caverns and explored them in peaceful mode to reduce dying. All are well below y=63 and most of the floor is a form of natural stone. I get quite far from the entrance. Again, I see tons of glow squid and 0 axolotl.
I am not on the beta any more but still have access to experimental features in the current android release. I have put hours of work into this over multiply worlds.
You linked my issue to this closed one. Please help me reopen it.
This bug also affects the beta version 1.18.0.24, un the lush caves the clay water springs (even in sometimes aquifiers) don't generate axolotls
Ya I was going to report the same issue as well, I have try to set up spawning environment in lush caves and yes nothing spawn other than the glow squid, no fish as well
My version is also MCPE 1.17.42, and open experimental function for 1.18 in realm. Please checkkk
Could we get a copy of a world where axolotls do not spawn?
The weights in the 1.18 spawn rules do make tropical fish 10x more likely to spawn on any given attempt than axolotls in lush caves. Given that tropical fish spawn on average 3.5 at a time, there is a fairly high chance they will fill the water_animal cap of 36 around the player before any axolotls spawn. Also, the way the axolotl density limit and herd size are set up, there cannot be more than two herds spawned within 64 blocks of each other. So they won't be as evenly spread around as tropical fish.
You need clay on the bottom, and I can't reproduce. Although rare, they spawn.
The difficulty of finding axolotls may be partly due to them despawning before you can get to them. Mobs are supposed to be immune from despawning for 30s after they spawn, but they are not (
MCPE-152500). Axolotls attempt to spawn in 8-9% of underwater spawns in lush caves, which averages to once every 101 seconds in each chunk. But with no despawn immunity timer, they have a 50% chance of despawning within 28 seconds if the player is >32 blocks away.I manage to find axolotls after cave and cliff update 1.18 but not after recent ones. I was in many lush caves stayed in there for more than 45 min each and no one axolotl spawned.

This issue will possibly be less worse with the fix of
MCPE-157485.Axolotls rarely spawn for me, but eventually I was able to get some to spawn, but it took a long time (1.19.60.24 Preview)

I am struggling with this issue as well. It works in new chunks but not in any old chunk.
Not out of malice but the thing that annoys me is the lack of response and listening
We've had this problem for 4 years and you pretend nothing happened
Same thing with lag in the Nether and too many ghast spawns
