MCPE-59729Snow layers don't drop themselves when mined with a silk touch enchanted shovel
I am unable to collect snow layers using a silk touch shovel. It drops a single snowball as if it was broken without silk touch.
Steps to Reproduce:
- Obtain a shovel of any type
- Enchant the shovel with Silk Touch
- Break a snow layer of any height with the shovel
Observed Results:
A snowball will drop from the broken snow layers.
Expected Results:
The snow layers should be dropped.

Confirm exists in 1.14.30.
I thought I was doing something wrong.
Confirmed for 1.14.30 (android, Windows 10)
Still affects 1.14.60 android
Still affects 1.16.40 on Xbox One.

This is still present in 1.19.60 on Xbox One. Would love to get my snow golem-based snow farm running but it doesn't produce much snow thanks to this.
