Seems at first glance intentional to me, from the way the parrots are currently implemented as ShoulderEntity, however fixing this bugpost here should be made in logical consequence to the decision in how to solve e.g. MC-115048.

The bug
When a parrot is sitting on the shoulder of the player and the player walks into a block of powder snow, the parrot does not take freeze damage.
How to reproduce
- Summon and tame a parrot by feeding it seeds
- Poison the parrot by running the command:
/effect give @e[type=minecraft:parrot,sort=nearest,limit=1] minecraft:poison 100000 1
This will make sure you know if/when your parrot takes damage.
- Poison yourself by running the command:
/effect give @s minecraft:poison 100000 1
This is so you know when your parrot would die if this bug was not present (it should die at the same time as you).
- Wait until you have a half heart left of health and your parrot stops playing damage sounds, then pick up the parrot by walking to it
- Walk into a block of powder snow at your eye level
- Wait until you die
Respawn, and notice how the parrot is still alive

As the parrots "become a part of the player" which means they got no own hitbox when they sit on the player's shoulder and can't be effected also by any potions, please consider to either:
1. have them "overtake" the player's remaining air, be it those affecting the player via potion effects (Water Breathing) and/or enchant (Respiration) or
2. if the player applied a throwable potion (e.g. Water Breathing or Fire Resistance) to the parrots before putting them on the shoulder, please have also a timer for the parrots, for the applied potion effects, which would consequently mean though, as they would be treated separately, that they should appear in the player's vision/GUI as well.
Personally, I'd prefer the first solution, considering they are no separate entities from the player anymore if on the shoulder/ShoulderEntity.
Another solution would be that they "pop off" the player's shoulder when entering water deeper than e.g. 2 blocks and swim up/don't drown.
The question would be also, as long as the parrots are ShoulderEntities, what happens if the player gets attacked by hostiles or other players? Do the parrots also get damaged whilst sitting on the player's shoulder or not?
Consequently, and considering their very low health, they shouldn't get any damage as ShoulderEntity. ( ? )
Edit: Another solution would be that they "pop off" the player as soon as the player experienced a knockback-effect, e.g. from the Thorns enchant or an attack or e.g. taking other damage like walking on Magma Blocks unprotected or not crouching or touching a Cactus etc..
