This needs to be reopened. The fix provided here to revert to OpenAL 1.15 doesn't work anymore in 1.14 snapshots (as of 19w12b). So the sound is all over the place again.
And Fry, when an object is in front of you, but its sound comes out extreme left or right, it's wrong for everybody, so it's objective, not subjective.

Currently the fix using JVM arguments may not work, it will just crash.
As of 17w43b, the new LWJGL version seems to be causing a new issue with the sounds (see MC-121364). I'm still not getting the issue where facing away from the sound makes it inaudible, but weird filters are getting applied depending on where your head is facing and the audio quality seems degraded in general.
Does MC-121364 describe your issue?
Can confirm; here are video comparisons of the grass breaking sound in 1.12.2 and in the snapshots. In the latter video there is a strange filtering being applied that changes the sound depending on the way your head is facing.
There was another bug report related to sound changes in the snapshots (MC-121364, resolved as intended), but I believe that to be a different issue as that report is more about sounds being too directional than being muffled.

Unfortunately, this is not a bug in Minecraft itself, but a bug in a library Minecraft uses.
Sounds are panned too aggressively to the left or right depending on where the player is facing. For example, if a mob is making a sound, and the player isn't looking directly towards it, the sound will be panned completely to the left or right. This effect is most obvious while wearing headphones.
This issue was pointed out in MC-121364 but that issue was erroneously marked as "Works As Intended"
[Mojang] Georgii Gavrichev suggested a workaround by downloading an older version of OpenAL-soft and using a JVM argument, but that causes my game to crash, and a workaround really isn't the best long term solution.
The list of changes for 1.13-PRE4 mentioned "Updated LWJGL" so I was hopeful that would have solved this issue, but that doesn't seem to be the case, sadly.
The best way to experience this issue is to put a music disc into a jukebox, and look around in different directions, paying attention to how the game handles where to place the sound in the stereo space. I recommend comparing the latest pre-release with 1.12.2, and you should immediately notice a difference. Even walking around, the sound of footsteps on the grass can be panned inappropriately far to the left or right, depending on which direction the player is walking.

The environment is only supposed to contain PC details. The reason why the bot said that was because the description was empty.

Does MC-121364 describe your issue (does the workaround explained in the comments there help)?
If that doesn't help, can you record a sample of the audio (you should be able to record audio output directly with e.g. audacity + WASAPI) and then attach it to this issue?

MC-121364 is probably related but not duplicated - I'm talking about a wrong location of the sound source, which is actually an issue that can be fixed by Mojang.

Changed the title to distinguish it from MC-121364 (as this predates that report by a few years and describes a different issue related to panning).
Experimenting this since 1.13 as well. I always thought this was MC-121364 but seems like that one resulted to be describing a different issue? I believe this got like this after the LWJGL update, and since then it is now really annoying.
So... yeah, can confirm here.
Also, you should add a volume warning for the video.

Can confirm, also the sound quality appears to have gotten worse. Here are videos of sound in 1.12.2 and 17w43b, recorded with Windows 10's native game recorder.
I do have HRTF audio enabled via this method, but it shouldn't explain the apparent degradation in sound quality.
The change happened in the new version of OpenAL-soft - you should be able to get the old behavior if you manually override the openal library by adding a JVM argument -Dorg.lwjgl.openal.libname=path/to/openal_dll_or_so. openal version that lwjgl2 used is 1.15.1, which you can get here: http://kcat.strangesoft.net/openal-binaries/openal-soft-1.15.1-bin.zip

[Mod] Michael Wobst: That issue does seem to address the audio panning part, but doesn't address the strange sound filtering/quality issues that I'm getting. Now that I think of it, the filtering might be a different issue from this one.

I know that this is an old issue, but despite the sound quality and stereo panning problems sometimes sounds are coming from completely wrong direction e.g. placing sign on a wall to the right of the player and the sound comes from the left side.
I don't know if that is also a bug from the new OpenAL libraries, but it is something that needs to be taken care of (If that's possible without reverting back to old LWJGL)
Also I wasn't able to find proper instructions about how to override and use the older oal-soft version, is there more detaied explanation somewhere?

Please change the status back to confirmed. This cannot be intended behavior. The sound isn't working properly, and it's Mojang's job to make sure it is. I know that OpenAL is part of LWJGL. But OpenAL is broken in LWJGL3. It's Mojang's responsibility to not use broken third party software in their production release.
At least implement the workaround internally in the release. Do not force the player base to apply the workaround. Most of them won't even be able to do it.
Please, disregard this if there's an actual plan for a fix!

Agreed. The sound is absolutely awful in 1.13, and will definitely turn people away.

Another potential thing worth mentioning: it's not always possible to reliably tell if you're using headphones or speakers, and openal might not be configured properly as a result of that; one solution is to manually set "stereo-mode = headphones" in alsoft.ini/conf. In the future we will most likely ship with the config file, and make it somehow toggleable between headphones and speakers, but it is not really something that is possible with the current way we do things.

but this is certanly not something that the game should do for you, and something that you'll have to do yourself.
Sound is a very subjective thing, and even though the newest library version with the proper configuration is my preferred setup, some people will want to keep it exactly like it was before, and that's why my original response tells how to go back to the exact way it sounded in 1.12.2.
I think that's the issue. If I'm using my desk speakers the directional sound sounds much more accurate because the sound is coming from in front of me. With headphones, it's too far to one side and there's not much center sound.
I'm using the older openal version you posted and the sound is perfect with it. Hopefully we can get speaker/headphone options in the future.
This took me longer to figure out than I'm willing to admit, but if you're trying Georgii's workaround, be sure to put quotes around your path name:
-Dorg.lwjgl.openal.libname="C:\Users\YourName\AppData\Roaming\.minecraft\openal-soft-1.15.1-bin\Win64\OpenAL32.dll"
I extracted the zip file into my .minecraft folder, but you can probably stick it anywhere.
Please add an in-game option for this.
