Ghast no longer has a loading animation since Java Edition 1.3
As of JE 1.3 and higher, the Ghast's 3D model blowing up as a result of loading a fireball before shooting it no longer happens in-game.
The face change is obviously still there, and always has been, but the model effect was lost in time it seems?

Whoa, someone else actually noticed this. The effect originally didn't work in multiplayer, hence why it was broken in 1.3 (that version changed singleplayer to run an internal server). This is something I'd really like to see fixed, though I doubt it will happen (the code was supposedly removed entirely in 1.8, and it's such a small detail that most people probably won't notice or care).
Oh right, affects 20w19a.
Affects 1.16.1 and 1.16.2-pre1.
Also, slight correction. It was release 1.3, not Beta 1.3.
Affects 1.16.3, 1.16.4, 20w45a, and 20w46a.
Added video of just the animation.
Still affects all current versions.
Can confirm in 21w06a.
In 21w11a
Won't Fix..? Is there any specified reason..?
