Shift-double clicking (while holding an item stack) to move item stacks to the hotbar actually moves items from the hotbar
The five attached screenshots do a good job of explaining part of the problem. Here are reproduction steps for a more complete representation:
1. /clear
2. Put 2 stacks of stone in your inventory and 2 stacks of stone in your hotbar
3. Grab any other item, perhaps a grass block, and shift-double-click one of the stacks of stone in your inventory with it
Expected: 4 stacks of stone in the hotbar. Actual: 4 stacks of stone in the inventory.
MC-13289 suggests that this is indeed a bug.

If you dubble shift click on itemes in you inventory, they do not go to your hotbar. But if there was already a same item in you hotbar, it goes to you inventory.
It just work fine form chests to your hotbar

Hmmm... It works for pulling items out of an inventory, such as a crafting table. And it works for putting items in an inventory, such as a chest. It just doesn't work when there's nowhere to put the items, i.e., only opening the player inventory, or trying to rearrange items in the player's inventory at a crafting table. However, double-clicking (without holding shift) still gathers items from all open inventories onto the cursor.
I guess I wasn't aware of this particular use of the feature. With just the player inventory open, I'd have expected shift-double-click on an item in the inventory to collect items in an open hotbar slot, rather compacting them in the inventory. Which I supposed was the expected behavior in MC-19232. I think it's more likely that the items moving back into the inventory, rather than staying in the hotbar, is a bug.
To me, it sounds like shift-double clicking is not meant to gather items, it's meant to move all items of a certain kind as if they were each shift-clicked individually. See MC-19232, which i will now reopen.
