There is no waxed oxidized copper in the game (vanilla parity)
This bug report is a parity issue with Bedrock.
Summary:
Fully oxidized copper cannot be converted to waxed copper. This does not correspond to the bedrock where these blocks were added for some reason.

Is this a solution from the mojang? The point is that such reports were not closed as invalid.

MCPE-123174 has been resolved as Invalid (and MCPE-115369 should have been resolved as well). As for MC-221549 we're not Java moderators so we can't answer that question. Please do not log bugs for features that have not been implemented yet.

The reason it exists ir probably because lightning can deoxidise unwaxed copper now.
This is fixed in 21w14a
