Torches can't be placed on the back side of stairs. This is possible on Java Edition and legacy console.

This is basically the same issue as MCPE-33359, so I'm going to resolve this ticket as a duplicate. MCPE-33359 is marked "postponed" with a message to make feature requests on the feedback site, so this is not considered a bug.

On Bedrock Edition, you can only attach torches, levers, and buttons on one side of the corner stairs. This is possible on Java Edition, which can place on two sides at the back of the corner stairs. This bug report is related to MCPE-33359, which has already been fixed but only on the back of the stairs that aren't the corner stairs.
The following blocks are affected:
- Torch
- Soul Torch
- Redstone Torch
- Buttons (all types: wood, nether wood, stone, and blackstone)
- Levers
Step to Reproduce
Try place the mentioned blocks behind two back sides of corner stairs
Expected Results
You can place it on both back sides of the corner stairs.
Observed Results
You can only place it on one back side of it.

Can confirm for 1.16 versions. But this shouldn't be too big of an issue. Ruins build ideas though.
Affects 1.16.201
Reopened to close as fixed.
Appears to be fixed in 1.17.2, but I'm not sure exactly what version fixed it. It was reported in 1.16..220 Beta, so not before 1.17.0.
Still doesn't really work properly since you can't place torches here

Maybe I'll make a new report
