Pillagers spawn everywhere
A portion of this bug has been occurring since pillager spawning was tweaked in the 1.13 bug fix update, while some has been ongoing for a long time. This can apply to either raids or patrols.
Pillagers are simply spawning in area's where they are not supposed to. My personal recent experience is around some villager based crop farms I have, that are in roughly 20x20 cells. I have had instances of patrols spawning inside the cells, made of wood floors and growing crops, fully enclosed, with near maxed out light levels, and ranging from ground level, to 30+ blocks above ground level. Of course the result being that the pillagers spawn inside the farm, killing your villagers.
I have also had raids spawn only inside the villager pods as well, so killing that patrol that spawns inside the vacinity of your base triggers a raid, which then spawns inside the villager based farms (or trading hall) killing your villagers.
Pillagers also do not follow normal spawning rules, they can spawn on practically any block (with an exception I think to scaffolding) and spawn in the end as well as the overworld. I have found villagers spawning on top of chests inside my storage system.
I have not seen this issue inside of a naturally spawned village personally, so there could be something with player created villagers that is different, maybe some others could weigh in on that.
This is a very frustrating experience for all players that use villagers for anything, which often can take a lot of time to do. Below is a video, and a screen shot of the result of this occuring.

I have been testing different spawn surfaces in a single-player superflat world with spawn platforms at y=40 & 43 and lava covering the ground below across the entire simulation distance. I have found:
- If the block with sky access is carpet, it will still trigger surface spawns below. (Try placing carpet in your test world instead of bottom slabs!)
- I do not get any mobs spawning on bottom slabs or carpet, but I do get mobs spawning on glass, leaves, stairs, etc.
That said, I am confused by this bug report. Is this "bug" not just the (intended?) resolution to MCPE-41273? Is there some middle ground that you think ought be achieved between the two?
For what it's worth, this "bug" also seems to resolve MCPE-45183 and MCPE-58285 (the latter at least as it pertains to enclosed villager-base farms like the one shown in the picture attached to that report).

Spawning requirements for pillagers have been adjusted in the beta to fix MCPE-58285. From what I’ve heard, they now require light level < 8 to spawn. The same rule applies to patrols and outpost spawns.

This is just how they fixed MCPE-58285.
This bug is due to the spawn radius and minecraft:player_in_village_filter within spawn_rules\pillager_patrol.json not being adjusted to work with the spawn/despawn radius changes in 1.16.0. The radius and filter together require patrols to spawn at exactly 48 blocks from the player when the player is inside a village. That distance is farther away than the overall spawn range and instant despawn range of 44 blocks on realms/sim4.
On top of that, some time before the spawn/despawn radius changes, a change was made to increase village_border_tolerance from 10 to 32 (probably as part of the fix to MCPE-58285). This means the 48 block spawn distance applies as soon as the player is within 32 blocks of a village's outer boundary. The end result is that a single bed and villager will patrol-proof a 128 x 128 area when players are inside of it on simulation distance 4.
The minecraft:player_in_village_filter parameters also make patrols quite rare when a player is in the 128 x 128 area on simulation distances 6+ because they limit spawn attempt success to the outer ring of the patrol spawn range. That effectively gives patrol spawn attempts an extra 95% failure multiplier when the player is "near" a village.
From a larger perspective, it is difficult to see what purpose is served by the minecraft:player_in_village_filter. If the goal is to not allow patrols to spawn within villages, then this filter is poorly designed for it. Requiring patrols to spawn farther from the player when the player is in a village only prevents patrols from spawning in the village if the player is near the village center. If the player is on one side of a village, then the filter allows patrols to spawn on the other side of the village. And worse, if the player is at a certain distance from the village boundary (within the "border tolerance" range), then the filter allows patrols to spawn right in the middle of the village.
Have noticed this a lot on my BDS. Pillagers spawn everywhere. It got some laughs the first couple of times they were in a stupid place but it’s starting to really cause problems for a ton of my villager related stuff.
This bug can be particularly annoying. With no way to stop patrols from spawning it is not safe to have player built villages.
@MOJANG: Why dont Wondering Villagers and Pillagers have some kind of SKY ACCESS REQUIREMENT to spawn? There is no reason for Wondering Traders to spawn anywhere there is no sky access. I dont know the whole scope of PILLAGERS but why shouldnt they have the same requirement? I know Pillager lookouts could be a issue with no sky access though. Maybe they shouldnt spawn within a radius of a profession block or bed. Better yet... crops? Please fix this BUG! Im kinda missing the game.
On a personal note:
Ive taken a break from MC since some bugs were more annoying than fun, but I see things like this that keep me away from the game longer, because these farms take a lot of time and effort and can be way too frustrating when a bug breaks them. I still love the game for sure, but these things can really suck the life out of enjoying the game. Fortunately I been away and havent experienced this. However I cant see me logging into the game either if my farm will be destroyed like this. This has to be especially hard on content creators.
I will keep it short. I don't know how the pillager mechanics are supposed to function. I can say that I have never seen so many patrols. It happens about every 20 minutes for me. Hard to play the game when all you do is defend raids.
Pillagers absolutely should not spawn in the End. It was a quirky, funny thing at first but there is no logical reason for them to be there and had become quite annoying when you have both Endermen and surprise Pillagers to fight.
It would be beneficial to have some type of spawn proffing for them as well. Again, it is nonsensical for them to be able to spawn inside of closed structures like villager halls and farms. This makes the villager aspect of the game much more difficult and not worth placing a lot of time into.
Personally, I've had pillagers spawn in underwater smelting rooms at the very bottom of warm ocean biomes. The room is obviously drained, but again, that they can spawn in an enclosed room at the bottom of an ocean isn't a good game mechanic.
It seems like something similar to exposed sky should be required for patrols to spawn, as well as solid blocks on the ground.

This also occurs on Nintendo Switch. I built a very secure villager trading center and they spawned right inside. They have also spawned inside fully inclined bamboo and sugarcane farms which I had to break to clear out. Please fix!
I have had them spawn inside a fully lit trading hall, on glass next to my creeper farm and in side as well, kill by my trident kill while afking, in an underground lit dug out room under ocean moment that had no villager any where near, and other places
1) The frequency of Patrols spawning can be as frequent as within 10 minutes of a previous one. This requires player to constantly carry milk and/or flint and steel in inventory at all times to prevent Raids (by killing a captain) and takes up already tight inventory space when trying to build.
2) The patrol spawns happen within bases, villager halls and other areas that have taken a LONG time to prep and build in a manner to keep those areas safe.
3) The benefit of defeating a patrol is zero compared to the nuisance and impacts they can create.
4) Your only choice other than I mention in #1 is to...stop game play / building / project you are working on until they leave? Not a fun game aspect.
5) Mob / XP Farms now require you to keep milk on hand if using them with trident killer as you will get bad omen from a patrol captain being spawned and killed in the farm.
6) Hours of spawn proofing trading halls and villager driven farms is lost to the Pillager spawning mechanic that allows them to spawn everywhere as it is now. Could this at least be eliminated from player built structures as a step to solving the issue?
Happens in our realm of the 77th Combine. Really sucks, cause there is a milk bucket glitch too where the milk will randomly just disappear, and we have to carry milk buckets cause of the ridiculous spawning glitch of the pillagers. Cover on Mojang, pleeeaaasseee fix the game, so with ask this NEW stuff that can wait. Also fix the freaking rollbacks, omg
I don't want to change that. In fact, I like them and they are welcomed to appear in my base. I farm them. Traders are protected by the design I built that I don't have to worry. Some designs/ structures are used to isolate the loss of the villager(s) and will be replaced easily. Thanks to the new job station which you can rotate the offer and or change the profession before you level up and lock. It's not that hard. Tilt and replant farm isn't that hard and doesn't take a lot of time. 20 x 20 is isolated. Not so much loss.
Do not kill the captain if you aren't up for raid session. It's common sense to know that if you imprison the captain in the village. Voila, captain used as spawn proof. Be a warden.
Trap it, flip the lever, trapdoor opens, captain fell to death.
Pour a lava on ground, have it chase you around, it gets burnt to death
..and few more tricks you can use to kill without triggering raid.
Lastly, your builds; base, farm, village or for any purpose should be aligned to the center and is within the radius where in the event you accident or intend to kill the captain, simply run to the center will prevent raid from spawning in restricted area. I am referring to player as a center so that raid spawns 48 blocks or 24 blocks diagonal away in the target area. Player can be used to move radius away from the village, reducing the chance for them to spawn in part of the village or builds.
It seems more like about the technical players wanting to have a ZERO bothersome in survival mode. This game is already more than enough easy. You have the toggle to switch to peaceful. xD
Peaceful switch works on villager-like mobs?
@Eyeth the builds Prowl is talking about are towers that are built pretty high. Yes replacing villagers is easy but he's done it multiple times already and is needing to replace villagers that are pretty high up.
As for toggling to peaceful, you clearly don't even know the person reporting this bug. Go do some research and you'll see why that isn't an option. However if you like the fact they appear in your base and have the ability to destroy all your hard work on farms and such, go right ahead and keep them
The annoying thing is I built my house right next to a village that was really populated, but one day a patrol spawned and killed all of them including the ones I had worked so hard to get to max level. Another patrol had even gotten to my iron farm and the villager leader was killed, breaking the whole system. I once even saw a patrol spawn in the end, which definitely has to be a bug. The community really needs this fixed and we can’t keep replacing our villagers

I have a tower contains 3 villages; at bedrock level, IG farm with breeder at sea level, and other village with something awesome somewhere above y:200. Pillager patrols spawning anywhere in the target area i expected such as around trading halls, breeders they can't reach as well as can't spawn in room of master villagers. You can have few emergency breeders placed somewhere to repopulate or fill in 1 or more deceased villagers.
I was talking about switch to peaceful mode if you can't deal with patrols at designated area. Easy does it. This is nothing.
I will like to apologize in advance. I am not trying push you all to accept the way it is. My comments are a testimony and from my experience.
I feel like this is a bit over exaggerating. They do not destroy everything at once that easily unless you set up that way. I know they can spawn on some certain surfaces you think they should not. But, can't it have the ability to do so? Spawn on wood and crop like they are sneaking through as NAVY Seal team. IMO, pillagers/raid should be at least advanced and have a different spawn conditions from common hostile mobs.

Observed Results: Pillager patrols spawn at any light level ([on normal and hard difficulty, according to the wiki|https://minecraft.gamepedia.com/Pillager]), and since the 1.13 update they spawn very frequently. This means that villages, trading halls, and farms must be watched almost constantly to be kept running safely. Moreover, directly killing the patrol captain initiates a raid, which can spawn almost anywhere in the villager-based build and is far more dangerous than a patrol.

I think there are some good points on both sides of the issue. I find the frequency of patrols since 1.13 irritating, as I have had to fight repeated raids in a village. Imprisoning a captain for spawn-proofing sounds like a good idea, but I have no idea what radius of effect it would have. I feel like patrols should be more more limited though. Make patrols unable to spawn within 48 or 64 blocks of a village center, or make them unable to spawn in light level 12 and above. That would make spawn proofing more difficult than other mobs but still feasible. I am fine with raids as they are, since they should be the most "advanced," and they would be more manageable if patrols were not out of control.

Nametag captain. More than 1 captains to spread out restricted area. You could figure out by its spawn radius and place them.
I forgot to mention that it seems like players want to applied easy difficulty to normal and hard difficulty. If this happens, it will be as easy as any difficulty. Easy won't allow patrols spawn in higher light level, thus your farm and trading hall are safe enough.
This is still a problem for 1.14 i just had 3 different pillager patrols spawn inside my village in less than 3 minutes.
I’ve done some testing and found that Pillager patrol spawning is not restricted by the hostile mob density cap checks. They only spawn as surface mobs, but they will still spawn in a chunk even if its surface density cap is full.
I can also report that keeping a captain stuck in a boat outside my village seems to have stopped patrol spawns in the area. I did have 1 other patrol come in the area in several hours of playing, but I’m guessing it spawned just far enough from the other captain, even though it ended up coming very close.
Still affects release 1.14.1 in some ways. Pillager patrols can spawn on Smooth Stone Block (other block probably have this issue also --> needs testing though).
I have noticed that pillagers can spawn cave systems bellow a village causing them to be mostly inaccessible which is just annoying.
This is an anti-Minecraft fact. They spawn everywere, on my house, on my farms, on my roof.
They shoot me, I kill them, then I have the f*king Bad Omen particles for hours and no player can turn particles off.
OMG I'm starting to regreat to have paid for Minecraft Bedrock on Swish.

To update my previous comment, after hours of playing in my survival world I am sure that patrols do not spawn within the normal density check distance (4 chunks/64 blocks) of a captain. So, you must trap a captain and give it persistence by hitting it once or letting it attack you, in order to spawn-proof against patrols.
@Nicholas Besse you can play on easy mode and they will not spawn in lit areas, and you can put lower half-slabs, stairs, carpets, leaves, or glass on your roof to prevent spawns. You can also drink a bucket of milk to remove the Bad Omen effect.
I have posted a bug report on my broken enderman farm in the void in the end, the only spawnable platform for 500 blocks in every direction is the spawn platform for the enderman, 25*25. and yet I get pillagers there.... totally stupid.
@peter strong Pillagers spawning in the End and Nether was patched in 1.14.0. What version of the game are you running?
@GholdenHelmet I have screenshots with 2 chiefs at 4 cases of distance, and I have like 4 patrols in boats and this crazy thing still spawn on water, on my village, on my house, on my farms, on the redstone machines... And no I wont put slabs everywhere because villagers didn't walk on slabs when I tried, also they need a wheat farm.
If I waste 1 week to put carpets everywhere, they will still spawn on the water around.
This MUST be patched fast, and the 2gb limit per profile too. Crazy minecraft version, new rules from microsoft ? 10 years trashed.
They spawn in the middle of the ocean for me. I come up from raiding a monument and they are floating around my boat. No nearby islands either. This happens regularly. Super annoying/super broken.
they spawn in the ocean next to my home and even in my attic and in my slime farm all the way down at Y=12. I kill one group and within a few minutes of carrying on with what I’m doing (after drinking milk to remove the bad omen effect) there is another patrol!
Mojang: I guess you could describe me as the average, casual player. I've been playing for years now on bedrock/win10 and its predecessors.
This bug has turned me off from playing entirely. I haven't touched the game in months because, frankly, it has become more frustrating than fun and interesting. Every now and then i Google "Minecraft pillagers spawn in villages" to see if the bug has been fixed, with no luck.
My point is: I'll bet there are a lot of casual players like myself who are turned off by this bug, who will never report it through the game or Jira or any other means that the advanced and superfan players use. There is probably an under-reporting of the frequency and severity of this bug.
My experience: very similar to what has been reported. Patrols spawn inside village boundaries that are fenced-off and well lit with enough torches and light level to keep safe from other mobs.
Patrols have spawned on farmland. I think i remember seeing one spawn on top of fences one time. They spawn inside the village with annoying frequency. Patrols have spawned in my base under the village, at bedrock level. Again–tons of torches, plenty of light, no other mobs spawn.
One fact that might be a clue to solving this: my village is from before the Village and Pillage update. So it's an old village that I maintain. I have created enough workstations and beds to define the village boundaries, if such a thing still exists in the update.

I have the same issue. I have the Bedrock edition, whatever the current updated version is. My world is relatively new, at around 3 weeks old, so I don't think it's an issue related to world age. My husband and I spent around 1 week building a village, mob-proofing it (walls, lights, half-slabs, etc), and populating it with villagers with good trades. Tonight, I went to visit the village and saw two pillagers had killed everyone. Kind of de-motivating, to be honest.
This bug is even more annoying every time i play minecraft on my server. I do some random traveling, its spawn everywhere i go. I stay in my base, it spawn, even worse when im at my villager breeder area.
Update: I caged one of the illager captain that bring a banner, i thought they would never spawn again if i do this. But damn, they still spawning.

I love pillagers for some keys in gameplay. Anyway, I have seen 2 captains spawned in the same area. They didn't spawn at the same time, just soon after the first.
Yea, of course, I know they spawned on 25x25 near build limits with no valid blocks within 64x64 in the sky. It was on single player with multiplayer enabled.

@[Helper] GoldenHelmet it's about 20-50 blocks away. Within that radius (from the captain i trapped), they will spawn, another captain with their friends. This was on a server, using latest Bedrock vanilla software.
i drew the line when I had captured 6 captains each with friends in about a 30 block radius I would have pictures but shorty after I caught the last group I started hearing the evolution of their random “hurnerjsger“ as a 20 man barbershop vocal harmony and killed them all.
I had them spawn inside the redstone for a hidden staircase inside a build, it was a well lit spot too, took me a while to find them, I could just hear them every now and then but couldn't see them anywhere
I took two screenshots, 2 raid parties 45 minutes apart! The firs one was inside my underground hidden room again, unfortunately the second party perished to my thorn bushes before I could snap the picture.

I had one raiding party spawn inside a house yesterday, and just now had 2 raiding party spawns within 10 minutes, both underground and one of them was at Y=11
How many villagers do you think you have? If it's more than 50, then that means that they would try to conquer your village. It's happening to me too, but I didn't build Cages for my villagers and my iron golems patrolling the village

The issue here is that they are spawning in well lit areas at my base where there are no villagers, they spawn inside well lit buildings and well lit caves (the screen shots I took were of well lit areas, they were well lit before the pillagers spawned and no other mobs have spawned there). Also, weren’t Pillager patrols supposed to be a somewhat rare spawn? Yet this seems to happen way too frequently, I only play for an hour or two each night and I usually encounter at least one patrol, the two I encountered the other night were in the same area within 10 minutes of each other!
I saw a lone pillager (no captain) on Mushroom Island. On the Minecraft Wiki Patrol Page, it says patrols aren't supposed to spawn on Mushroom Fields or Mushroom Fields Shore.
@Mike Shultz A patrol could have spawned in the ocean and one of the pillagers wandered on to the island.
In any given game session of 2 - 10 hours duration, it can be guaranteed that several patrols of a captain and 1 - 3 pillagers will spawn in my naturally generated village. Yesterday they appeared IN the Librarian Hall, a building that naturally generated but was manually extended to house more librarians. XBox One S; MC 1.14.6
During a raid I had one Illagers that was part of the raid spawn in a house killing the two farmers living and working there. After successfully completing the raid I found more illagers in another house where they killed the four armourers and the two weapon smiths that were living there. All of the villagers were master level.
I ended up putting the world in creative mode and spent several hours to get the villagers back at the level and with the offers they had but I still have a miess with villagers assigning themselves to beds they can't reach and I keep encountering more bugs.

Just finished a small, well-protected village. Torches every 4 blocks (or less). Normal mode. This is in a realm. There are 10 villagers in the village. A captain spawned in the village thought luckily my son and his friends were able to kill it before it took out any of the villagers. That spawned a raid but the raiders all spawned outside the village wall.

I'd like to hear an update from Mojang on this issue. Clearly there's something going on that's unintended, as it's labeled a bug. I'm hearing from everyone here that this issue takes the joy out of playing Minecraft. I personally have not played since this bug became a nuisance about 6 months ago.
How is it that our shared experience is an edge case? Could this bug be affecting only old-style generated villages? (All of mine, so far, are from before the V&P update.) If that's true, then this certainly is not an edge case.
I feel this bug deserves more attention, simply because of the impact on gameplay. It's certain to drive off those of us who are more inclined to cultivation and building, and enjoy an acceptable amount of risk and danger. Nobody likes having to rebuild from scratch.
Anyone else feel the same way?
@Jay Wells please understand that the bug tracker is mostly maintained by volunteers and Mojang does not publish updates on bug fixes or timelines. Moderators update the report status based on changelogs (published at https://feedback.minecraft.net/hc/en-us/categories/115000410252-Knowledge-Base) and user confirmation.
If you look at the top of this report you’ll see a fix version. That’s a beta version. The fix will be included in the next release version, but no date can be given.

This is set to be fixed in the Nether Update!
Resolving issues that were marked as fixed in the 1.15 and 1.16 Betas, now that 1.16.0 is being released.

The reports saying pillagers spawn too often were resolved as duplicates because the fact that they could spawn everywhere was making them spawn more regularly than they should. So the two issues were entangled.
The expected frequency of patrol spawn attempts is as I quoted from the wiki on
MCPE-61072: a 20% chance every 10-11 minutes after the world is 1 hour old. If you have steps to reproduce them behaving differently, you should make a new bug report about it. If, on the other hand, what you want to report is that spawn rules are unbalanced, you should make a post about it on the Feedback Site.
