Steps to Reproduce:
- Build the setup as shown in the attachment below. setup.png
- Attempt to open the shulker box.
- Take note as to whether or not shulker boxes can be opened when blocked by fences in situations where they visually should be able to.
Observed Behavior:
Shulker boxes cannot be opened.
Expected Behavior:
Shulker boxes would be able to be opened.

Shulker boxes blocked from opening by fence
In the attached image you can see the block configuration.
The hitbox of the fence is blocking the shulker box from opening, even though visually it looks like you can open it.

That is also what causes MC-114212 to be thing. I always thought it was intended that it works like this, but appearently it is not.
Can confirm for MC 1.12.1.
Can confirm in 21w06a.
Can confirm in 1.16.5 and 21w08b.
This is because it just checks for the collision box. Because the fence/wall is 1.5 blocks high it blocks the shulker box.

I am able to confirm this behavior in 21w41a. Here are some extra details regarding this problem.
