Looks like the server prohibits placing the block, but the client places it, resulting in "ghost blocks".
Ghost lighting now also appears, starting from at least 19w11a

This doesn't happen in 21w44a.
After testing, I can confirm that this bug is still present in 1.18. However, it is less common.
can't reproduce in 1.20.1
I'm resolving this issue as Cannot Reproduce, as there seems to be some general consensus that this issue is no longer existent or as widespread as it previously may have been. Please leave a comment if you're able to reproduce, and we can reopen the ticket.
