WAI as per [Mojang] Adrian Östergård's comment in MC-170900.
Nylium and the vines are supposed to work without Silk Touch.
Observed results:
In Java Edition, Nylium drops nylium instead of netherrack when mined with a pickaxe. This is wokring as intended per the comment in MC-170900.
In Bedrock Edition, Nylium drops netherrack when mined with a pickaxe without Silk Touch. This is working as intended per MCPE-66941.

Can anyone point me to the documented feature against which the Java bug (MC-170900)r was raised? It strikes me that this was a feature request dressed up as a bug and is now being proposed as a parity update.
This change if implemented in bedrock will completely nerf the use of nether plants to generate a bone meal farm. I'm strongly opposed!
Reopened because the fix for MC-170900 only included the roots.

I don't understand the relevance of that statement. It was intended functionality that these could be collected without shears. That functionality was released into both versions. Hence MC-170900 was never a bug. So by changing the functionality this is Java edition introducing a parity issue, not bedrock. The original MC-170900 was never a bug, this isn't a bug; the only actual bug is MC-196492 which has been closed as WAI. i vote this is closed as WAI and we accept the difference.
But if it's ok to raise feature requests as bugs, like on Java, I'd suggest this is changed to drop nothing if mined, but to drop items if destroyed by water flow or pistons
This has been closed now as WAI. it's not a duplicate though. MC-170900 should never have been a bug, it was a feature request and by "fixing" it this has introduced a parity issue. Anyway it appears that the parity issue is intentional
Eggfur on Bedrock Parity issues are valid as long as they meet the criteria. MC-196492 being closed as WAI means that the parity issue is not on Java's side but on Bedrock's side; hence the creation of this ticket. Also, if MC-170900 wasn't a bug, it would've been closed as invalid. Considering that Mojang fixed the bug and assigned it a Mojang Priority, we can conclude that it was in fact actually considered a bug by Mojang.
True, but that doesn't mean they will change it for all the items listed in MC-173833, or that they will fix it at all (or any time in the near future).
However, I have suggested that they add rails to the MC-173833 list.

Nylium and the vines are supposed to work without Silk Touch.
Crimson roots dropping without shears is inconsistent with normal grass. When I am using bonemeal on Nylium to harvest lots of fungi, it's annoying to also be collecting the roots as they serve no purpose currently.
This also takes away inventory space cause the amount roots and nylium that can be mined
I mean, I guess it makes sense as shears are hard to obtain in the nether, but it does seem inconsistent with how the overworld's shrubbery is obtained.
But this isn't the case in the Bedrock codebase. Mega Spud resolved the ticket as WAI when this was created. Refer to

How can this ever have been a bug? Has it ever been a documented feature that you need shears to collect nether plants? How come feature requests get raised as bugs and then changed. This is specifically an issue as it's now been raised as a parity issue for bedrock, where nether plants are extremely useful for bone meal farming
