You can hear the teleportation sound and see the particles but you can't actually see it teleporting.
Steps to Reproduce
- Get an enderman into a minecart
- shoot it a few times with a projectile
- move away and wait
Note: teleportation during shooting the projectile is MC-183446

When in a minecart, the enderman tries to teleport several times, even without being hit by a projectile or damaged by water or rain. It seems to only happen when it's under daylight.
How to reproduce:
1. Set time to day:
/time set day
2. Summon an enderman riding a minecart:
/summon minecraft:minecart ~ ~ ~ {Passengers:[{id:"minecraft:enderman"}]}
3. Close to the ground, wait and listen.
This is MC-183446.
Endermen aren't supposed to be hit by projectiles, they either go through, bounce off, or despawn.

MC-3866Endermen are not supposed to teleport when in a minecart. However they still produce teleporting particles, and you can hear it teleporting all around you, although visually it remains in the minecart. Reproduce by spamming snowballs at an enderman in a minecart. Endermen aren't supposed to be hit by projectiles, but they are not supposed to teleport inside of a minecart either.
