Use stone stairs and stone slabs to reproduce this now.

This looks correct. The fire can't be a block lower because then you would have two blocks occupying the same space.
Is the behavior you are expecting, that the grass is replaced?
If so this would be related to MC-169393 (but not a duplicate because that one is about clicking the block below the grass) and MC-130761.

No, I expected that the fire would be lower, to be on the grass' hitbox.
@Mask3D_WOLF, I have updated the report now to describe what you have written in the comments. In general please explain the behavior you consider a bug in detail, and if others are asking for more information in the comments, it might be worth improving the report description to clarify it.
This also affects fire on the side of grass, but shifting the fire inwards in that case would result in fire on multiple sides of the grass overlapping at the corners.
