Axolotls pathfind to unreachable water, eventually drying out and dying
This partially duplicates MC-208735, I was told to create a new issue for it since that was marked as fixed in 21w20a.
How to reproduce:
- Build an enclosed water pool that Axolotls cannot reach, similar to this: (glass is chosen for visibility, it works with any block)

- Spawn Axolotls on top of or next to the enclosed water
- The Axolotls will move back and forth, trying to reach the water to hydrate themselves, but unable to. This goes on for minutes, until they dry out and die.
- This happens regardless of whether there are other water sources nearby that the axolotls can reach, as is the case in the screenshot I included. The pond is clearly close enough for the axolotls to reach, but since it's farther away the axolotls will ignore it in favor of one they cannot actually get to. If the water is removed or replaced with other blocks, the axolotls will then pathfind to the pond they can actually get into.
Strangely, axolotls won't do this when it's raining, they will correctly go to the pond in the image above.
Rarely, I have seen axolotls leave water on their own and try to pathfind to unreachable water like described, but I wasn't able to find a way to reproduce it. The easiest way to reproduce is to place them next to the water pool yourself.

Some larger entities which are either nearly a block big, or larger than a block behave erratically and incorrectly when trying to pathfind into water at foot level under some circumstances.
Steps to Reproduce:
- Place down a single water source in the ground
- Spawn a cow
- Light it on fire
Observed Behavior:
The cow will pathfind to the water as expected, but will spin around on top of the water, never falling into it. It will stay lit on fire, and possibly die because of this.
Expected Behavior:
The cow would pathfind to the water, and fall in as it intends to.

Could be caused by MC-228464 causing the axolotls to die instead of despawning?
This is a duplicate of MC-228464.
It seems like the problem is that they're leaving the water and dying, not despawning. If the fences fixed it, then it's probably related to MC-228464

Would MC-228464 happen to describe your issue?
Steps:
- Create a flat world in Creative Peaceful difficulty.
- Dig a 5x5 pool 1 block deep and fill it with water. Put some tropical fish in the pool (not necessary but fun to watch in the next step).
- Put three axolotls in the pool.
- Fly up until the axolotls don't notice you.
- Wait.
Expected: Axolotls that leave the water return in time to save themselves from dying. Or, they don't venture away from water farther than some reasonable distance.
Actual: The axolotls leave the water and wander off. Sometimes they return, but eventually all the axolotls die from prolonged exposure out of water.
If an axolotl returns to the water, it eventually leaves again, stays out too long, and dies. I observed one meander back to the pool, but when it was two blocks away, it veered off and ambled away, and then flashed red and died - it could have made it back to the water easily.
This suggests either that axolotls aren't actually pathfinding to water, or their AI has no awareness of how long they've been out of the water and no urge to return.
Possibly related to MC-228464.
Update based on comment below: This apparently happens only when the water is 1 block deep. Axolotls don't venture too far from water that is deeper.
This describes the same general behavior as MC-228464, but since both are triaged a relation link might suffice.


Relates to MC-196438.
I wondered if it was simply because the water was out of range, because axolotls 1 block closer to the accessible water would pathfind to it, but no even axolotls at the same distance would try to get to the accessible water. The one with the inaccessible water right below it was indeed stuck.

Still persistent in 1.20. This also applies to axolotls who are already in water, they will try and path find to bodies of water that are out of sight. Can cause axolotls to group into a corner of a fish tank under the right circumstances if a pond is nearby.
