When I made a zombie kill a baby villager I spawned it became a zombie but didn't burn.

This still happens in 1.12.2, see this post on Reddit – however, this does not happen in 18w11a anymore, probably because of MC-127186. Therefore I believe this was happening because of MC-3115.
Adult Zombie Villagers burns?
Only the adults burn. Babies are not supposed to burn.
Shouldn't this rather be resolved as "works as intended"?

Can I find the reasoning behind this somewhere? Why babies don't burn?
When Zombies grow up they start to decompose and lose the outer skin layer (Epidermis) so get more exposed to day light ^^
