Middle Click to Pick Block Doesn't Work in Survival
In survival, using pick block (middle click by default) should select the block as long as it is in the inventory. Currently this only works in Creative mode. (Compare to Java Edition.)

Java Edition "pick block" works like so. Each bullet point is attempted, and subsequent bullet points are only attempted if prior ones failed (i.e. don't do behavior #3 if #2 already succeeded)
- If the picked item is already in the hotbar, switch to it.
- If the picked item is in the inventory, move it to the first empty slot on the hotbar after the selected slot and switch to it. If the hotbar is full, swap the held item with the picked item.
- If the player is in creative mode, create the picked item, add it to the first empty slot on the hotbar after the selected slot, and switch to it. If the hotbar is full, move the held item to the inventory.
Bedrock Edition "pick block" simply overwrites the held item with the picked item, and doesn't work in survival (this is covered in MCPE-12456).
EDIT: As of 1.2.10, point #1 has been implemented, but only in creative mode.

Even more apparent that this is a bug in 0.16.0 as the 3rd mouse button is assigned to 'pickblock'

Indeed. 1.1 still has that issue, though i would rate it a feature request, it was added quite lately to MCPC.
Present in Xbox beta of 1.2 (1.2.0.20).
Toby Vaughn 1.2.0.22 is already marked as affected.
I wanted to be clear that the Xbox One beta was also affected, since this issue was added prior to release on that platform.
It also happens with controller. I also replaced crafting (face_button_left) with pick block.
Confirmed on Xbox One S, playing on a Realm with many others.
The bug still at 1.2.9
Can confirm that this bug affects Xbox bedrock also. I know because I keep testing it by accedent and then get frustrated when it doesn't work.

Still doesn't work on 1.4.1 on Switch.
Doesn't work in windows 10 1.4.2 as well.
This feature / fix to pick block in survival is added in beta change-log 1.5.0.0: https://feedback.minecraft.net/hc/en-us/articles/360004165031-Minecraft-Beta-1-5-0-0-Xbox-One-Windows-10-Android- "Pick Block will now work in Survival mode". No specific date can be provided when this fix will make it into the stable release.
This issue returned in 1.5.3
Maybe this is becaUSE YOU cant add new blocks to the inventory when using pick block in survival.
