Creating wither boss and iron golem requires air
When creating iron golem or witherboss, you will need an air in the gap on 3*3 square. If there isn't an air, you can't build the golems.

In your screenshot I can see that has a tallgrass between the iron blocks and according to MCPE-17127 may have no block there, just air. So I think this works as intended.

(Also, when testing in 0.17.0.1, naturally generated Iron Golems were able to spawn properly in water, as part of an iron farm)
