Confirmed in 1.21.3
Well, the issue is fixed by not spawning the golem (and thus not deleting the blocks), but this behaviour is different from 1.7.10, see MC-60792
Relates to MC-60792
@Leta Rogers: This is MC-60792 - there must not be any grass or wheat below the "arm" of the iron golem for it to spawn.

Were there any blocks inside the structure (MC-60792)?
I have built an Iron golem farm : The Iron Titan from Tango Tek, but I have been experiencing issues with Iron golems not spawning in water.
Attached are some screenshots of the Farm itself, a golem in the water (Block version) and a before and after golem on land on the same server.
Edit: This should not be seen as a duplicate of MC-60792 .
Since MC-60792 is about golems not able to spawn with blocks next to their head.
Mine is about golems not able to spawn in water. Which was possible in older versions.
Kind regards,
Martijn
This isn't resolved, and isn't a duplicate of MC-60792 . That Issue is about golems not able to spawn with a block next to their head.
My issue has to do with golems not able to spawn in water, which is completely different.
My reported bug has been resolved, it appears to be a duplicate.
I do not agree.
The issue has been marked as a duplicate of MC-60792 , but this issue has something to do with golems and withers not able to spawn with blocks next to their head. My issue is all about golems not able to spawn in Water. Which I find to be completely different.
I hope my issue can be reopened and can be better looked at.
No, it isn't. The blocks next to the base, as well as the head of the iron golem need to be air (and not something else like water, or a block) for the iron golem to spawn, just like MC-60792 says.
Also, please don't create new reports in order to request a ticket to be reopened, use the comments instead.

Yes, it does. I tried searching for issues that match but couldn't find any. Apologies for making an issue that has already been created. Just to confirm, after I read MC-60792 I went to build try to build/spawn one with blocks other than grass around the base, and sure enough, it worked.

This is why I commented the duplicate, MC-60792. My astute observation that there are snow layers under the arms NOT the air blocks necessary.

When trying to make an Iron Golem underwater, it doesn't spawn.
Steps to Reproduce:
- Try to make an Iron Golem underwater
Observed Results:
The Iron Golem does not spawn.
Expected Results:
The Iron Golem should be able to spawn.
Notes:
Snow Golems can be spawned underwater.
This bug does not Work as Intended, because MC-60792 was reopened.
Even when the water is removed the Iron Golem still does not spawn.

Confirmed.
see
MC-57916It must be that the block detection is oversensitive about non-solid blocks like poppies and grass.
In 1.7.10 the golem did spawn, in 14w27c any block besides the base or the head prevents spawning
its counting non-opaque blocks to like tallgrass too.
That might be why I can't get my golems to fire up even though I have made them correctly, if the grass is now being counted as a block too
I just tried it again, I am using a flat world and I tried it on stone, dirt, and on top of a building. Blocks set down, but Golem does not spawn. This is a local game on just this computer.
Screenshots, please.
Here are the screenshots...
That's
MC-33175. Use Pumpkins, not Jack-o'-lanterns.Mr. Kumasasa, it does not work with either pumpkins or Jack-o'-lanterns. I have used both with the same negative results.
Mr. Kumasasa, My apologies, it works now with pumpkins, it did not last night... Not sure why...
So, the "bug" where you can't spawn golems/withers with blocks around the structure a "Work as Intended"? Withers don't need that rule, as it breaks everything, except bedrock, and barriers.
In 1.7.10, the last release before 1.8 release, iron golems, and withers didn't care if there was a block within the structure zone.
If you call it a "Work as indented", then why does 1.7.10 allow golems to have blocks in the structure, but not 1.8? I think it is due to the ability to spawn the wither, and golems upside down, or laying on the ground.
Video showing what is the difference: http://youtu.be/uOjxTDrhQ7E
@[~KJP12] : Mojang doesn't need to justify why they did change something, but AFAIK this was done for perfomance reasons.
Oh, so thats why. Just want to lower lag.
Can confirm in 1.17.1.
Affects 21w39a
Can confirm in 1.18.1.
Can confirm in 1.18.2 and 22w18a.
Code analysis (Mojang mappings, 22w18a):
For iron golems, the following pattern is required:
where # is an iron block, ^ is a carved pumpkin and ~ is an air block. Therefore, it is required that all four blocks around the block pattern are air blocks:
... private BlockPattern getOrCreateIronGolemFull() { if (this.ironGolemFull == null) { this.ironGolemFull = BlockPatternBuilder.start().aisle("~^~", "###", "~#~").where('^', BlockInWorld.hasState(PUMPKINS_PREDICATE)).where('#', BlockInWorld.hasState(BlockStatePredicate.forBlock(Blocks.IRON_BLOCK))).where('~', BlockInWorld.hasState(BlockMaterialPredicate.forMaterial(Material.AIR))).build(); } return this.ironGolemFull; } ...The same issue happens with wither skeleton skulls:
... private static BlockPattern getOrCreateWitherFull() { if (witherPatternFull == null) { witherPatternFull = BlockPatternBuilder.start().aisle("^^^", "###", "~#~").where('#', (BlockInWorld $$0) -> $$0.getState().is(BlockTags.WITHER_SUMMON_BASE_BLOCKS)).where('^', BlockInWorld.hasState(BlockStatePredicate.forBlock(Blocks.WITHER_SKELETON_SKULL).or(BlockStatePredicate.forBlock(Blocks.WITHER_SKELETON_WALL_SKULL)))).where('~', BlockInWorld.hasState(BlockMaterialPredicate.forMaterial(Material.AIR))).build(); } return witherPatternFull; } ...Instead of only checking AIR blocks, why not check all blocks that have no collision (like grass, snow layers, sprouts, vines, etc.)? There is a slight nuance to this though; fixing this bug would cause all the blocks in this 3x3x1 area to be deleted (turned into air blocks), so that would probably have to be fixed as well.
Can confirm in 1.19.2.
Can confirm in 23w03a
