Wither Skeleton afraid to leave the shadows, when it is in the morning of overworld. Even if Wither Skeleton was attacked / being chased by a wolf.
And this makes the Wither Skeleton cannot attack the players.

Hi [Mod] SunCat, I added a comment to the linked issue MC-101136 as you recommended, although that issue relates specifically to the overworld and sun avoidance behavior. My report notes that the issue affects the wither skeletons in the End too, where there is no sun. Thanks for taking the time to address this issue. =)
Wither skeletons do not to pathfind their way to players if they are below an opaque block. Wither skeletons are immune to burn in daylight, and they shouldn't be doing that. Any opaque block, including trees, will stop the wither skeleton from chansing you even if they are immune to fire or daylight. This is also an issue on Java. See MC-101136.
To Reproduce
1. Spawn wither skeleton in the Overworld
2. Go to survival and lure the wither skeleton to an opaque block
3. The wither skeleton will stop chasing you as theire is block above it.
Observed results
Wither skeletons don't chase players when they are under a tree as they think they can burn.
Expected results
The wither skeletons should always be chasing the player and not think that they can burn.

Glitch Discription: Wither skeletons will not track players into sunlight in the overworld even though they won't be burned. Instead, the wither skeleton will sit in the liquid or shade and continually swapping arm animations from neutral to hostile while ignoring the player, unless they (player) move into the shade/liquid. I have provided a video to the website in the attachment section that demonstrates the glitch. **
How to Reproduce:
1) Place a wither skeleton in water, lava, or a shaded area.
2) Be in survival mode and have the time set to day.
3) The wither skeleton will now stay on the edge of the "safe" spot while swapping animations, until the player enters the area or the time is switched to night. The wither skeletons seem to be scared of stepping into sunlight.
Notes:
I attempted to find already reported bugs of the same nature, however no reports exist for the current latest version of Minecraft 1.16.2. Reports for older versions of MC seem to have been closed. It seems that this is either a recurring bug that returns every couple versions or one bug that hasn't been ever patched, as I have found multiple bug reports for past versions.

See MC-101136; the wither skeletons' behaviour depends on whether they are considered to be in direct sunlight. To address the blocks used in your video: Lava, soul sand, farmland, dirt and enchantment tables all block sunlight from affecting mobs, while glass, trapdoors and chests do not.
This seems like MC-101136 to me. Is anyone able to reproduce this in an area with no sunlight?

Yes, that's what she's saying, they're immune to fire, so why hide from the sun?
Seems to be related to
MC-8671andMC-50468(the former describes wither skeletons and was resolved as intended by Dinnerbone 3 years ago, while the latter talks about skeletons wearing helmets and was fixed by ProfMobius last December).When you give Wither Skeleton a shelter, it would to stalk there.
But if you push it to sunlight under, it will resume normal.
It seems as though Wither Skeletons don't know they're immune to fire.
Relates to
MC-13497.As of 1.12.2, this issue affects the wither_skeleton even in the END, where there is no sun. The wither_skeleton, once he travels under cover of any kind, refuses to leave from under the cover, essentially trapping him there forvever until the overhead blocks are destoyed.
In fact the END is very bright.
If you place a torch in the END, the zombie will burn.

I actually came to the bug tracker to report the same issue and stumbled upon this. Recently, I was attempting to move a Wither Skeleton into The End in 1.12.2 (and to an End City in pursuit of the "How Did We Get Here Advancement") and wondered why it would not move and instead simply flailed its arms around. The initial spawn point in The End happened to be underground. I moved the skeleton manually out into the open but the behavior was the same and I eventually had to use mine carts or boats to move it.
For 1.13, I didn't manually move a wither skeleton into The End, but I did reproduce the bug easily in creative mode with similar instructions to the original report:
1. Build a 3x3 shade platform 4 blocks above the ground
2. Spawn a wither skeleton under the shade platform
3. While near the skeleton but out of reach, switch to Adventure mode
At this point the skeleton should "do the dance" and not move out into the open

Code analysis (Mojang mappings, 1.19.2): Wither skeletons inherit RestrictSunGoal and FleeSunGoal from AbstractSkeleton on the registerGoals() method.
It could be fixed by removing the super.registerGoals() line from the method and adding the other required methods present in AbstractSkeleton#registerGoals; this might not be desirable from a design standpoint, though, because it means that wither skeletons will no longer inherit the goals from AbstractSkeleton. Another fix could be moving RestrictSunGoal and FleeSunGoal from AbstractSkeleton to the stray and skeleton's code.
