This is not a valid parity issue. (Wandering traders were added before bedrock edition 1.14.0)

We're actually already tracking this issue in MC-148711, so I resolved and linked this ticket as a duplicate.
However, that ticket has already been resolved. Depending on the resolution, that can mean that it either will be fixed in the next version, or that it is not considered a bug and won't be fixed.

I have reopened the ticket, as from a non-technical perspective, wandering traders should act like villagers when it comes to trading, and as such this seems inconsistent. It might still be working as intended though.
This is also a parity issue with Minecraft Bedrock where the wandering trader indeed holds out its avaible wares when the player holds an emerald in its hands. So I dont think it works as intended in the java edition.
Should add vanilla-parity label.
