Spent some time recreating this after I got several "terrible" enchantments in my survival world.
some testing and enchanting was done with wooden tools which have a higher enchantability than diamond and even with wooden tools, I got very low-tier enchantments

Please fix this ASAP. This is directly connected to the core gameplay of survival mode. This messes up the balance by making the game unnecessarily grindy (and grinding was already not fun before this bug). I won't say it's unplayable at the moment, but it's definitely not fun getting low level enchantments on your equipment. It's as if the game's taunting me. This is stressful and does not add to the game at all. (Ok, I'm a little salty after getting only Fortune II after 16th 30L enchanting on diamond pickaxe. Got a lot of Unbreaking I and Efficiency I on the way too. Thank you, Mojang

Please fix this. This is directly connected to the core gameplay of survival mode. Mod NoticeAs you all have noticed, we did in fact change how enchanting works in 1.14. The reason behind this change was to peak the probability of getting the rare high level enchantments at level 30 rather than level ~26 as it has been previously. While this change was meant to fix this issue, it has illuminated a completely different issue in the enchanting system that you all have taken notice to. We are not completely happy with the enchantment system as it is, and will be making adjustments to it, but these changes will not make it into any dot release of 1.14. So, for now, this bug will be marked as WAI.

This was reported as MC-148986 and resolved as works as intended by Cory Scheviak, see his comment on that issue (shown in the description).

There was another issue that might have been caused by the enchanting changes, I believe this was MC-148986. It was decided that the changes from before had to be reverted, but Mojang is still taking feedback about this.

Also experiencing this, I assumed it was a undocumented feature, as the low tier enchantments only appear along high tier ones, never alone (in my experience), like a little bonus of sorts.
Enchantability of all items seems to have dropped. It is tremendously difficult to find enchantments like fortune 3 and sharpness 4 on both diamond items and books.
Can confirm. I repeatedly get eff. 1 or quick charge 1 on books.
This started happening to me yesterday. There are only a handful of available enchantments (power, sharpness, punch, pierce, protection, maybe one or two more) and they are only ever level 1, no matter the enchanting level you select. Sometimes 1 or more of the enchanting tiers will not appear on the enchanting table user interface, regardless of whether you have a high enough level to enchant.
I managed to get alot of eff. 4, unbreaking 3 when enchanting level 30. My problem is that some enchantments are very rare. The rates seemed different/wrong.

To summarize, rates changed without mention. Newer rates are way lower than advertised and make getting for example looting III nearly impossible, while before it was more common.

Thank you for your response! I hope this means enchanting will be getting an overhaul in 1.15/1.16
so that's why you guys aren't touching it yet.
If it's not going to be fixed in a 1.14 release then will it be reverted until the problem can be properly addressed?
Thanks for the reply, Cory. I'm happy you plan on fixing it, but sad that it's going to be like this for so long as it's quite a crippling change. I really hope you'll consider reverting or fixing it for a dot release of 1.14.
Let my add my voice to the mix. My little community has been eagerly/impatiently awaiting the repair of this bug. We've found it rather crippling for our style of survival game play. We're really disappointed to hear that you don't intend to fix this at this point. We'd much prefer a reversion to the current state
. As is, we're considering rolling back to 1.13 over this issue and holding out for 1.15
my opinion on this: the table should have medium-level enchantments so you still have to work for the max, but there is still reason to max the table.
I don't understand what the issue is with reverting it until they can properly fix it. Right now enchanting is so unrewarding that it's better to afk fish farm for books than to use the enchantment table in its current state.
Just revert the change until the new system is properly working.
[Mojang] Cory Scheviak Then WAI is not the right resolution, it should be re-resolved as "postponed".
Agreed with Fabian. Marking it was "WAI" will mislead posterity into believing this is how enchanting is meant to work, which, as per Cory's comment, does not seem to be the case. Not to mention these changes were never officially announced, causing great confusion for survival players.
I'll contribute my thoughts as well-
This is a major game issue in hard survival mode. Enchanting has become such a huge part of progressing in the game, and with the way it is now, I've spent 6 hours grinding XP in hopes of getting anything good out of enchanting, only to be disappointed over and over. It is INCREDIBLY unrewarding, and requires more attention than it's receiving.
I strongly agree with Fabian and Arcensoth- this should not be marked as "WAI". It is obviously not working as intended when level 3 enchantments are giving me books with only "Piercing I" and the like. I have been very confused for the last week about why I was having such terrible luck, because it wasn't listed as any type of official change to the game. Please consider the fact that many people rely on enchantments.
