Wolves and Ocelots don't play there sitting animation while in Boats or Minecarts. Zombies, Enderman, Skeletons and many others do.

Wolves, cats, parrots, panda and fox don't have sitting animations.
Expected Results:
Wolves, cats, parrots, panda and fox should have sitting animations in minecart/boat.
Reproduce issue :
1.Place a boat/minecart.
2.Make the mobs ride the boat/minecart.
