If you trade with a wandering trader for Ink Sacs, the Ink Sacs cannot be converted into black dye. They can, however, be used to craft things like black Shulker Boxes. Also, these Ink Sacs will not stack with regular Ink Sacs obtained from squids. (not shown in video)
Steps to reproduce:
Use spawn eggs to spawn in wandering traders until you get one that sells Ink Sacs
Use emeralds to obtain the ink sacs
Attempt to craft these ink sacs into black dye
Expected outcome: Ink Sacs should be able to be converted to black dye, even when obtained by trading with a wandering trader.

Was this ink sac obtained from a wandering trader prior to the 1.16.210 update? (MCPE-101087)
Thats really odd. Possibly is a coding error of some sort, but hey! Its the Beta so thats excpected and is ok, and will help the dev's to make the game even better!

Checked into an nbt editor and the error seems to be in the "damage" tag. It's set to 9 instead of 0.
Can confirm it's still an issue. I thought it was odd when the ink sacs I got from squids wouldn't stack with the ones I just bought from a wandering trader, but then I couldn't use them to make bacl dye either. Version 1.16.100 on Windows 10.

Just ran into this bug on Xbox One, when I needed lots of black dye for a project. Mildly frustrating to put the project on pause until a fix is implemented.
So, we've just had this happen on a privately hosted server. And as a result, have been able to isolate exactly what's happening.
May I present exhibit A which comprises 23 freshly harvested ink sacks from squid. And two stacks of 36 purchased from 2 different traders at different times.

So the top one is obviously the fresh ones from squid. The other two... well notice that damage counter. This isn't the first time bedrock has had this problem so I can't say I was surprised when I saw it. The traders are literally selling damaged goods. Lol.

The ink sacs from wandering traders can still be used to make black wool + carpet
(although still annoying, if you want to make book+quill, black dye or grey dye)!
can't get a wondering trader (from spawn egg) in 1.16.210.54 to even trade ink sacs. Might just be bad luck, but i looked at about 100 traders. non had it
The fix in 1.16.210.54 beta applies only to ink sacs acquired in that version or later. For already existing ink sacs please vote for/follow MCPE-113983.
this is because they have damage, checked using a nbt editor
The ink sacs also can not be traded back to librarian villagers
I've had this exact glitch also happen with cobblestone on a realm I was playing on. I have no idea what caused it.
