The bug
Anvils will not reject a enchanted book if an item has the same enchantment but on a higher level.
How to reproduce
- Go into creative mode and get a diamond axe, an efficiency 5 book, and a efficiency 3 book
- Add the efficiency 5 book to the axe
- Give yourself at least 30 levels of xp
- Go into survival mode
- Add the efficiency 3 book to the axe
→ Notice how the anvil doesn't reject it

This is affects vanilla creative and survival mode:
Expected result: Recipe should fail
Actual result: Recipe succeeds, deleting the enchanted book and increasing the experience cost
Description: Enchantments can be re-applied to tools that already have that enchantment using an anvil
Steps to recreate:
- Open world
- Obtain tool, enchanted book, and anvil
- Enchant tool in anvil
- Re-enchant tool in anvil with same enchantment
Proposed solution: Anvil recipe shouldn't craft if it has the enchantments already
I haven't tested every enchantment, but this bug has occurred with the 5 that I've tested. On a data pack world (different than the vanilla one seen in the video) I confirmed that this also extends to custom data driven enchantments.

Would MC-120761 describe your issue? The primary difference I see here is that the leve is equal, rather than higher. Could possibly be clarified in the other report.
