This issue is ongoing as of August 21st, 2018 for a Realms subscription world that was updated from 1.12 and is now running the current 1.13 release. Eyes of Ender and /locate Stronghold both reveal a location that has no Stronghold. We checked using /gamemode Spectator and there is no Stronghold to be found at that location.

Apparently MC-124915 pretends that strongholds in superflat worlds, which do not enable their generation, are at 8 32 8. Generating a default world afterwards then generates a stronghold at this position (MC-125047).
Please comment on this report again in case /locate does not return these coordinates for you.

Unable to confirm in pre7; creating a new world at 1173302408 and running /locate Stronghold gave a valid stronghold at 1192 ~ -1096, and eyes of ender also pointed to that stronghold. MC-124915 seems to be a different issue since that describes Eyes of Ender being able to be used in the Nether and End (where they point to (0,0)).
The environment is only supposed to contain PC details.

Yes, I found that report but I didn't understand how it is a duplicate. MC-124915 reports on /locate finding strongholds in worlds that should not have strongholds (e.g., Nether) and at coordinates 0,0. Neither situations are in my bug report. And where is the fix if I am playing on 1.13.1 now and it is still occurring?
It is a duplicate of that report because:
World was generated on a server during updates but before full 1.13
Creating a new world should solve this problem.
This ticket only covers finding strongholds in worlds that should not have strongholds.
Also, Matthew was talking about someone's else ticket not MC-124915.

Still and issue in 18w16 A, only now I can't seem to find strongholds anywhere. and /Locate fails to work as well.
I don't believe this bug to be deterministic. Both me and someone else on what is probably a duplicate ticket looked for strongholds at the exact same coordinates, as reported by the /locate command: 8 ~ 8. Ender eyes also pointed to that place. However, after reloading the world, I got correct coordinates and was able to locate an actual stronghold.
Bogdan, are you talking about mine? I didn't know this article existed untill it was listed under "is duplicated by" even though I searched for this issue.
Anyway, the stronghold doesn't seem to generate when the chunks are loaded in survival. But it does generate when you load the chunks in spectater or creative. Here is the seed my single player survival world used: 2614790235376886615
I can't confirm generating when in spectator or creative mode, like previous commenter said.
I tried using the locate command, teleported to the location, set gamemode to spectator (tried creative aswell), stopped the server, deleted the file containing the chunk in world/region folder to force the chunk to regenerate, started the server and logged in again. The chunk regenerated but there was still no stronghold generated. I deleted the right file. Structures I set up there for testing successful deletion got deleted as well.

Nico Kümmel I checked with your seed and coordinates. It actually does generate a Stronghold room, but is missing part of the stronghold itself. Can you confirm that ?
Working now. I created a new world to reproduce it but... seems to work correctly.

I checked again in a newly generated singleplayer world in 1.13-pre6 and can confirm there is a Stronghold room but most parts of the stronghold are missing.

Please send the seed/coordinate combo, otherwise we won't be able to reproduce for pre7.
