Ignited TNT block create entity offset at high coordinates
The bug
TNT blocks that are ignited at high coordinates create a TNT entity with an offset. Depending on the parity of the coordinates the TNT entity spawns approximately half a block to the right or half a block to the left of the original location.

I'm re-resolving this as fixed and editing the ticket to be specific to end crystals; use MC-125638 for the TNT issue (which I've marked you as the reporter of). Just doing this so that it's clear that one of these is fixed.
I've split the ticket into MC-161888, MC-161968, MC-161969, MC-161970, MC-161972, MC-161974, MC-161975 and MC-161981, as well as the two existing tickets MC-125638 and MC-76810 that still affect 19w39a.
I'm not sure if the rain issue is still valid, since it's not possible to teleport up that high without using NBT editors or a mod. There's aso some other hard to test prefcision loss errors that I might make tickets for later. Since this is now (to my knowledge) completely split, can it be closed?

discovered while testing the fix to MC-125638.
Since the code that primes TNT from other explosions is different from the code that primes it from held items, TNT primed from other explosions is still subject to high coordinate precision loss in this case.
This is best tested when greater than 16,777,216 blocks out on both axes, so being 20 million blocks out should suffice. This issue is without a doubt due to incorrectly casting to a 32-bit float from an integer or double, resulting in numerical precision being lost. This can be fixed by simply not casting to a float, which eliminates any chance of losing any precision.
