How to reproduce (NO STEP! DON'T CLOSE IT)
- Easiest way: Enchant anything, take any book or notch apple(enchanted golden apple). Then, look all items are enchanted in inventory.
- Additional reproduction methods: Look at all enchanted books in the ingredient category.
The bug: 
The effect of the enchantments isn't glint either the glint strength is default or max
Expect: 
The effect of the enchantments is glint (of course)
Note: The MC-272311 is bit different than this bug, the hand in 1st person hand won't effect, but in 3rd person hand will effect.

I was unable to reproduce. Please provide a screenshot with your debug screen enabled (F3)
Yes, same for me. Glint is gone in latest snapshot.
The glint is gone in first person and in the GUI, but not on the floor or in an item frame, or in third person:
Can confirm. The glint is only visible in third person, item frames or dropped on the ground
Also it seems that the cause of this bug is because Mojang removed some unused shaders like blend or position_color_tex... however, some of these unused shaders also include glint_direct and armor_glint
i assume glint_direct was used for rendering in-game items and first person

Only appears in third person:
BugTracker Weird. For reference, this is a newly-created world for this snapshot, and my Glint Speed is set to 50% and Glint Strength to 75%. But, it may just be that some users don't experience it, not sure.
Edit: Unlikely, but could this depend on the graphics card?
Never mind, I can confirm now. Not sure what I did to make this happen, though.
