Baby turtles take damage when pushed against ceiling
The bug
Baby turtles take (suffocation?) damage when pushed or moving against the ceiling. This is similar to MC-50367, but apparently not exactly the same problem since it looks like their eye level ends below their hitbox.
How to reproduce
- Build an upwards bubble column (soulsand) with a solid block above (e.g. stone)
- Spawn a baby turtle inside the bubble column

Happened on a realm world.
Environment
In my friend's realm world, we have a glass semi-circle which has some sand, a pool of water and some coral as a habitat for our turtles.
I've been noticing that whenever we breed the turtles, when baby turtles hatch, sooner or later they will start making hurting sounds. I followed a baby turtle and I found out that they suffocate when they try to swim up from underneath a coral block and hit their head on it.
There are no soul sand or magma blocks in our turtle habitat.

Mobs suffocate when their eye level is inside solid blocks.
Therefore in cases where the eye height of the mob lies outside of its collision box, the mob doesn't need to be inside a block to take damage from it.
This can lead to mobs weirdly taking damage or dying.

Ideas to fix this
- Manually move the eye position for the hand full of affected mobs (seems what has been done and is reasonable)
- Adjust the suffocation rule to only trigger when eye height and collision box are inside blocks
- Force the collision box to grow to include the eye height
- Force the eye height to snap into the collision box

The length of the list of duplicates goes to show that this (clearly defined and easy to fix) part of the MC-50367 is an actual annoyance to players.

Can confirm in 20w51a. I'd just like to add on that there must be a solid block above them in order to reproduce this issue. I tested this with slabs and was unsuccessful.
