What is the bug:
In the edit screen of the sign block (for both hanging and wall variants) the sign shown in the background renders based off of the sign's model rather than off of a texture, where as in the hanging sign edit screne a texture is used for each wood type variant.

The items shown in the gamemode switcher are hardcoded and cannot be reconfigured in any way. This affects all four items in the gamemode switcher; creative (grass block), survival (iron sword), adventure (empty map), and spectator (eye of ender).
Suggested Fix:
There are two ways this can be fixed, outlined below:
- Allow the items to be reconfigurable via data packs
Similar to the advancement tabs, the player would be able to configure the items shown by choosing which item to display for each gamemode slot. As a comparison, this datapack changes the end stone of the The End tab to regular stone:
While this comparison is not totally fair considering their functional difference, it still showcases a willingness currently to allow the player to alter vanilla items shown in screens/menus. - Allow the items to be changed via resource pack sprites
Introduce sprite textures for each of the items, similar to the items/icons in the statistics screen:

All four legs of the sheep will look entirely red (with the outer wool layer being blue), despite the player seemingly only modifying one leg in the UV map.

Only one of the legs would be altered, since that is what the player intended to change. The current behavior is unexpected and not resource pack friendly.

The right/left front legs, back legs, and horns of a ravager cannot be independently retextured from one another, making them always look the same. This is limiting to the player's resource pack creativity and freedom to edit the texture.
Steps to Reproduce:
- Download and apply the following resource pack:
Ravager.zip - Spawn/Summon a ravager

This is more a feature request than a bug. The sole reason hanging signs have a unique texture file is for the chains. As a result, they also do not properly represent the block state they're in.
Can confirm in 1.20.2.
