The redstone block 1 should have partial opacity, meaning that mobs can spawn on it, but ladders can't be placed on it, for example. However there are some discrepancies between the redstone block in MCPE and that in PC/java, where the redstone block is still behaving like a fully opaque block.
The incorrect behaviours in Pocket Edition are:
- Ladders can be placed on the sides 2
- Minecarts bounce off redstone blocks 3
- Chests placed underneath cannot be opened

Over the past few snapshots, numerous changes have been made to the properties of transparent blocks, with one of the results of this being that certain blocks can now be placed on top of and on the sides of certain transparent blocks which previously could not. Many of the inconsistencies that once existed with these blocks have been patched as a result, although a minor one remains: it's not currently possible to place ladders or tripwire hooks on the sides of redstone blocks.
When compared to ice, packed ice, blue ice, glass, stained glass, glowstone and sea lanterns, the redstone block is the only block which cannot support these two, which is obviously not consistent. The fix for this would be for tripwire hooks and ladders to be made placeable on the sides of redstone blocks.
While this ticket is essentially identical to MC-5850, I'd argue that it isn't a duplicate, given the changes to the behaviour of all other transparent blocks which have taken place over the past few snapshots, the fact that only two out of the four inconsistencies detailed in that ticket still remain, and the fact that the ticket is almost five years old and obviously does not deal with current game mechanics. Tickets such as MC-70057 and MC-146357 have been resolved and fixed without being considered duplicates of MC-9436. It'd be best if someone from Mojang decides if this is still considered intentional behaviour.

Buttons, levers and tripwire hooks power all the blocks they are touching, not only the one they are attached to.

Levers, tripwire hooks and buttons power the block they are attached to/touching, but they also power redstone, pistons, lamps, doors,tnt and other blocks below and to the sides... Like this: (R=redstone block, L=lever, .=redstone dust powered by the lever but not the redstone block)

You could use it to make some circuits smaller.
Ladders also cannot be attached (while they do attach to iron or lapis lazuli blocks) while torches and vines do can.
Speaking of vines, its downgrowth can be blocked with buttons etc - a nice decorative feature IMO.

Also, this can conceivably be an issue with tripwire hooks (which power at both ends, one of which may not have a redstone block), and even moreso when building decorative structures from redstone blocks and wanting to have ladders (which have no role in redstone whatsoever).
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

Because the redstone block is nearly handled like a glowstone block
(Chests can be opened when redstone block above (14w20b))

Shouldn't they be either be placable on all faces or none, it's common sense
I see no reason why these blocks can't be placed on redstone blocks. Many other blocks, such as redstone wire, torches, and rails all work fine. Please reopen.
@KingSupernova: If Mojang says something is WAI it is WAI.
Confirmed for 16w15b (at least for ladders). It can't be working as intended, all other ore blocks work and redstone blocks aren't transparent (as you can easily check, it doesn't let light through).
Read 1 comment before yours, [Mojang] Searge (Michael Stoyke) resolved this as intended, if mojang says it's intended, it's intended.
This issue is no longer present, and I suspect it was "fixed" in 1.14 when the faces of full/solid transparent blocks were allowed to support other blocks.
