Confirmed, even though I am not sure if this is a bug... you also cant craft stonebricks back into normal stones.
As far as I understood, it is just a decorative block and should not save inventory space.
@Moritz: that's a good point but even redstone blocks and emerald blocks are decraftable.
I'm fairly certain this is intended behavior.
Most Ore Blocks, Including Redstone, can be crafted back into 9 of the ore it's made of.
You should be able to craft quartz back into quartz, as it is an ore block.
I was surprised too. And also you can't craft a pillar or chiseled back into normal quartz block (like the crafting of smooth sandstone)
(You can craft slaps and stairs from pillar and chiseled)
I assume making this possible would be complicated due to the variations included. However, I also expected that you could break them back down into quartz. I suppose, considering the usefulness of Nether Quartz, trying to make a large structure out of it would be a prime target for people to deconstruct to make their own devices. In that case, this would make sense. However, I would still rather be able to reverse the process should I wish.
Agreed, I'm sure many people expected Block of Quartz to act as a storage block, regardless of its aesthetic appeal. The aesthetics argument can be used on any other mineral block; I've seen people build with those as well. Also, this would give a way of reverting chiseled and pillar quartz to their original block form, aside from using double slabs (which actually do not look the same as Block of Quartz anyhow)
Quartz block differs from storage blocks because its crafting recipe requires only 4 quartz, not 9. You can't get wood from putting a crafting table in a crafting place.
Despite being different of other mineral blocks, many people thinks it's a storage block.
You can get wood from saplings and stone bricks by crafting with stone which is a very common renewable resource.
But then you can't craft back stone bricks! And how to you craft saplings into wood? Another example: you can't decraft a brick block. This behavior for quartz makes perfect stuff.
You can't uncraft snow or clay blocks, but you can still retrieve 100% of the resources by breaking it on the ground. For glowstone, of course, you'll need Fortune III, but it can still be done.
The use for uncrafting bricks is limited - until recently, bricks had no purpose besides brick blocks. The use of decrafting sandstone is limited considering how abundant sand is. The same can be said of nether bricks, which have no worth outside being crafted to a block, and come from an abundant material.
Jeb purported that quartz blocks will be a mineral storage block. They do act as storage for the mineral, in as much as glowstone blocks act as storage for glowstone dust (and I've seen people use it for this purpose). However, the stored mineral cannot be retrieved.
Quartz is not as common as netherrack or sand - it is a mineral which comes from an ore scattered in veins in the nether, not a primary biome constituent. You can't just harvest a load of it by continuously digging nonstop. The block itself is named "Block of Quartz", following the naming convention unique to Block of Iron, Gold, Diamond, Emerald, Lapis, and Redstone. The material comes from an explicitly-declared Ore block placed in the world by the standard Ore generator.
Redstone blocks are different among storage blocks in that they have a function in redstone. Why can't Block of Quartz still be a storage block, just because its crafting recipe is 2x2 instead of 3x3? A single stack of blocks may not accommodate an entire row of quartz from an inventory, but the fact remains that you save on a significant amount of space with it. There aren't any game balance issues by allowing us to revert a Block of Quartz to its mineral. People could just as easily grief your quartz citadel because they wanted to build with quartz, you know.
For the brick, you need to cook clay ball to get brick. This is irreversible. Clay is common near water. Bricks has only decoration purpose. But nether quartz is useful in redstone circuit. For the sapling, you put sapling on the ground then you will get wood.
I mean turning the brick block into four bricks. I don't see why behavior for Nether Quartz Blocks should be different.

Bricks craft Brick blocks and flower pots, both of which are decorative (and the latter is a recent item). Quartz crafts daylight detectors, comparators, and Blocks of Quartz. It has three distinct purposes so far, and we can expect more as more redstone components roll out.
While it may be nice to be able to retrieve bricks from brick blocks for flower pots, redstone components have many more uses, and quartz can be a pain to get on a server once people have gone on a mining spree in the nether (the same reason glowstone's worth inflates so badly). Clay can be found in any river, ocean, lake, or swamp, and isn't nearly as sought-after.

A random person says "Works as intended." A random mod then changed the resolution field to "Works As Intended". Occasionally, if you're lucky, a developer will actually be involved, or a source can be found of them saying that some thing or another is intended.
It really doesn't matter whether an issue is classified as a bug or a feature request. What matters is that you make a compelling argument for the change, and the developers have a chance to see and consider it. So go with the flow. If an issue you care about is rejected here, don't fight it – post on the suggestions forum or subreddit.
Yeah, it's pretty dumb how they just put "works as intended" even though Mojang doesn't even give any input.

It's not a bug, in the same way you can't "uncraft" stone bricks.
same with cut copper, just quartz doesn't have a storage variant
