Skeletons arms are too far apart from each other
The bug
Whilst a skeleton is shooting, it's arms are held up too far apart/like a zombie. It does however hold them down normally when at idle.

Skeletons arms appear the same as the player does pulling back the bow(arms also appear to be missing. Also is causing very unaccurate shots.

Duplicate of MCPE-670.
2 of these issues are already tracked at MCPE-670 and MCPE-16209, but the strafing and shooting too fast isn't a valid parity issue as that was introduced in Java 1.9 whereas parity issues are only accepted for Java 1.15/Bedrock 1.14 and above.

Oh, so that's what was making them bad shots!
Is that first image MCPE? There's chiseled stone, spawn eggs, and you have a custom skin. The grass also looks more MC than MCPE.

This is a feature, it's an animation.If you go to 3rd person view, use a bow and fire it. your arm will look the same.
The arrows do seem to usually go off to the one direction.
I've noticed that the skeletons try to point their bow at you. Sometimes I see them point at my feet or arm.
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
Cleaning up all the old issues - please reply if this affects 0.9.3.

And I don't think this is a java parity request. This was a feature in the game in 0.14.0 but in 0.15.0 a bug happened and changed back the arm position.

The right animation.png and wrong animation.png shows the opposite of each other which is wrong and should be the right animation.png the wrong and wrong animation.png the right. On the 3rd picture, the stray has the right arm position but skeleton not.

An easy, albeit imperfect fix for this is hilariously simple: in skeleton.entity.json, move line 58 ("skeleton_attack" in animation controllers) up above line 55 ("bow_and_arrow"). This fixes the bow aiming animation to match strays' without breaking the melee attack animation.
