When you go underwater when music is playing, the music cuts out and stops.
When you go underwater when music is playing, the music cuts out and stops. This might be because of the underwater music but the underwater music doesn't cut out when you go out of water.

Do note that the tickets you mention are very old and the WAI resolution on them is probably no longer valid.
MC-131360 has been fixed recently, which indicates that this was an intentional change.

In all honesty, if this is intended more or less, a fade out would be much better.
I also noticed that this only happens in ocean and river biomes, and if you swim into the biome while underwater, the music will stop.
I'ts the same for go underlava

not a real bug, because MC1.13 has music of underwater
I know but it abruptly ends and it would be better if it waited for the music to finish until playing the underwater music.

Some additional information about the bug, it can happen in both rivers and any type of ocean biome, but you need to get fully submerged in the water for the music to stop. Also, it apparently only happens in creative mode, I wasn't really able to reproduce it on survival.
