Underwater Fog does not darken at Night
When checking the new underwater regions of the newest update, during the Night, the fog underwater, unlike how it was prior to 1.13, does not darken with the light levels.
Nor does it darken as it should at Night.Instead, it maintains a bright blue lighting that contrasts intensely with the darkened underwater features, no matter how deep you go.
Environment
Windows 7(64), Java, no Resource Pack, no Modifications.

Hey! Can you please provide clear reproduction steps? And screenshots of the exact same scene in 1.16, 1.17 and with and without night vision? We've compared the exact same location in different versions, turned night vision on and off, and could not see any difference in fog thickness.
