Code analysis
For 1.15-pre2
Splash water bottles deal IndirectEntityDamageSource (Mojang name), however when endermen are damaged by this damage source they simply try to teleport and don't take any damage.

Edit: Snowman are also not affect by splash water bottles.

Relates to MC-166423. Might have the same root cause: endermen teleport away from indirect damage sources before the damage is counted.
The Bug:
Wolves don't get wet when splashed with splash water bottles.
Splash water bottles act as water and this is evident through the triaging of MC-189911, MC-222116, MC-146350, and MC-166423. If we focus our attention on MC-166423, this implies to us that splash water bottles are supposed to be able to interact with entities where necessary. Since these items affect endermen but not wolves, this introduces an inconsistency.
Steps to Reproduce:
- Obtain a splash water bottle and summon a wolf by using the command provided below.
/summon minecraft:wolf ~ ~ ~
- Splash the wolf with the splash water bottle.
- Take note as to whether or not wolves get wet when splashed with splash water bottles.
Observed Behavior:
Wolves don't get wet.
Expected Behavior:
Wolves would get wet.
The Bug:
Sponges don't convert into wet sponges when splashed with splash water bottles.

Steps to Reproduce:
- Place down some sponges and obtain a splash water bottle.
- Splash the sponges with the splash water bottle and observe if anything happens.
Observed Behavior:
Sponges don't convert into wet sponges.
Expected Behavior:
Sponges would convert into wet sponges.

This also affects snow golems.
Have they ever damaged snow golems though?

MC-106812.Snow golems is
MC-106968.Reopened, as
MC-106812is only about potions that behave like water bottles. It even states that (lingering) water bottles are fixed. This issue also happens in 1.14.4. I've attached a video demonstrating the issue.
Not just water bottles, but all damage-dealing projectiles. Arrows, snowballs, splash potions of harming, all of them. The only ones I could get to work are buff and debuff potions, including poison in 20w11a
In 20w12a
it's probably you missed hitting the enderman
still in 1.16 pre 1
